Ha Long Ward: Ready for a 100-day and night campaign to upgrade urban quality and residential infrastructure

Implementing Plan 272/KH-UBND (dated October 21, 2025) of the Provincial People's Committee on improving the quality of urban areas and residential areas, striving for Quang Ninh province to become a centrally-run city before 2030, Ha Long ward has urgently deployed the plan, in which the ward has built a plan to organize the campaign "100 days and nights to upgrade the quality of urban areas and residential infrastructure", starting from November 5, 2025.

Many canals and streets in Ha Long ward will be upgraded and renovated to be clean and beautiful during the campaign "100 days and nights to upgrade urban quality and residential infrastructure".

To implement the plan, Ha Long ward will focus on renovating, embellishing, and completing traffic infrastructure, technical infrastructure, and social infrastructure in residential areas in the ward. In particular, the ward has reviewed the current status, organized working groups, assessed the current status of traffic infrastructure, existing entertainment and community activity spots; compared the current status with urban planning, zoning planning, and detailed planning to determine investment, embellishment, and renovation items.

In particular, the ward has urgently built a list of priority projects that need to be implemented within 100 days and nights, focusing on urgent issues, such as: Renovating, upgrading, and expanding roads and sidewalks based on mobilizing people to donate land, move fences, plants, etc.; building and completing the drainage system; supplementing and repairing public lighting systems, planting trees, creating urban landscapes; renovating and upgrading entertainment and community activity spots.

Officials of the Economic , Infrastructure and Urban Affairs Department of Ha Long Ward and representatives of the people of Hong Ha 4 Ward surveyed and reviewed the current status of the Hai Ha Street canal to prepare for renovation, upgrading and embellishment.

The implementation of the campaign "100 days and nights to upgrade the quality of urban areas and residential infrastructure" has been widely deployed to residential groups and neighborhoods and received high consensus and support from the people, creating a vibrant competitive atmosphere in the whole ward. Mr. Nguyen Van Minh, Party Cell Secretary, Head of Hong Hai 8 Ward, Ha Long Ward, said: Upgrading the quality of urban areas and residential infrastructure is a very correct policy, in line with the aspirations of the people in urban beautification. In order for the campaign to be deployed simultaneously and create a spread, the neighborhood has carried out propaganda to each party member and resident so that everyone understands, agrees and actively participates.

In particular, when the items are completed, people will benefit directly, their lives will be improved both materially and spiritually. In order to soon complete the campaign "100 days and nights to upgrade the quality of urban areas and residential infrastructure", cadres and people in the ward continue to promote the spirit of setting an example, actively participating in specific and practical actions such as contributing supplies, materials, working days, etc.

According to the plan to launch the campaign "100 days and nights to upgrade the quality of urban areas and residential infrastructure", Ha Long ward implemented 6 projects to renovate, upgrade, and embellish combined with handling flooded areas and ensuring traffic safety, such as: 2 projects to renovate, upgrade, and embellish combined with handling flooded areas and ensuring traffic safety of streets in Bai Xit area (Column 3), the western route of National Highway 18A, Tuyen Than route and Nui Ham road in Ha Long ward approved by the Provincial People's Committee in Decision No. 3835/QD-UBND and Decision No. 3863/QD-UBND dated October 14, 2025.

4 projects to supplement the medium-term plan of public investment projects for the period 2021-2025 include: Renovation, upgrading, embellishment combined with handling of flooded areas and ensuring traffic safety in the Van Nghe hill area (phase 1); overcoming flooding, preventing landslides in the Hong Ha 3 area; renovation, upgrading, embellishment combined with handling of flooded areas, ensuring traffic safety on Le Chan street and streets in the Licogi expansion project area (Column 8).

The planned renovation area is located in Hong Ha 4 quarter, Ha Long ward.

Along with that, the ward coordinated with the Ward Service Supply Center to report to the Provincial People's Committee for approval in principle to complete the procedures for investment preparation, construction, and technical infrastructure improvement on 15 routes and points, including: National Highway 18A and Nguyen Van Cu service road (in Ha Long ward); streets: Phan Dang Luu; Le Thanh Nghi; Dien Bien Phu; Hai Phuc; Hong Hai; Nguyen Thuong Hien; Vinh Tuy; Vo Nguyen Giap; Le Chan; Huynh Thuc Khang; Dong Ho; roads and drainage ditches of Hai Ha, Hai Loc, Hai Thinh streets.

Mr. Luu Manh Tuan, Chairman of Ha Long Ward People's Committee, said: The highest goal of Ha Long Ward when implementing Plan No. 272/KH-UBND of the province is to upgrade existing urban areas and residential areas, building the ward into a bright - green - clean - beautiful and modern urban center. The ward is focusing on drastically and effectively implementing tasks, especially launching the campaign "100 days and nights to upgrade urban quality and residential infrastructure" to create a new look and new image. The ward focuses on improving traffic infrastructure, building community living and entertainment spaces not only to meet the legitimate needs and aspirations of the people, but also to contribute to raising awareness, mobilizing the active participation of people, businesses and social organizations in building civilized and modern residential areas. From there, it creates an important foundation to form a new urban appearance, improve people's quality of life, promote socio-economic development, and contribute to the goal of turning Quang Ninh province into a centrally-run city before 2030.
