At the meeting, Vice Chairman of the Ho Chi Minh City People's Council Pham Thanh Kien stated that the survey and working session had recorded very practical opinions and recommendations focusing on resolving administrative procedures for citizens and businesses, and solutions to improve service quality. Regarding the ward's recommendations and proposals, he requested relevant departments and agencies to compile them and advise the leadership on coordinating solutions to help the ward become even more perfect.
According to Comrade Pham Thanh Kien, after the reorganization, Lai Thieu ward has a large area and a large population, requiring thorough preparation in organizing, arranging, and handling administrative procedures. The actual operational results show that the ward has been very well prepared. He highly appreciated the enthusiastic, dedicated, and proactive work of the Party Committee, People's Council, People's Committee, and the team of officials and civil servants of the ward. Vice Chairman of the Ho Chi Minh City People's Council Pham Thanh Kien emphasized several points that Lai Thieu ward has achieved and can replicate, namely: The Party Committee, People's Council, and People's Committee of the ward quickly consolidated the organizational structure, ensuring synchronized operation and preparation in terms of personnel and infrastructure, so that the system operates smoothly; The digital transformation work was implemented promptly and in line with the modern urban management model... Along with the efforts of the ward, we must thank the leadership and guidance of the former Binh Duong Provincial Party Committee, People's Council, and People's Committee, which continuously surveyed and inspected the facilities during the preparation for the operation of the two-tiered local government... positively impacting the operation of the new local government.
The comrade highly appreciated Lai Thieu ward for effectively implementing administrative procedures and organizing state management in the area quite well, especially the spirit of the ward Party Committee in proactively taking the initiative to assign neighborhood and residential group leaders to conduct on-site surveys and provide services to vulnerable groups and those over 75 years old.
Vice Chairman of the Ho Chi Minh City People's Council Pham Thanh Kien suggested that the ward strengthen the leadership role of Party committees at all levels in stabilizing the ideology of officials and civil servants, promote the supervisory role of the People's Council; and maintain dialogue with the people to listen to and serve them better. At the same time, the ward should continuously strengthen state management, ensuring that inspections are not neglected and areas are not left unattended...
The comrade suggested that ward-level personnel must operate professionally, and all officials in the Public Administrative Service Center must be fully familiar with all relevant administrative procedures in order to guide, receive, and process applications for citizens.
According to the report by the Party Secretary of Lai Thieu Ward, Nguyen Thanh Tam, Lai Thieu Ward (formed by merging Binh Nham Ward, Lai Thieu Ward, and Hoa Long and Tay neighborhoods of Vinh Phu Ward) has a total natural area of 15.461 km² , a population of 118,852 people, and 15 neighborhoods. The Ward Party Committee has implemented digital office software for 100% of Party officials; the Ward People's Committee has implemented document management software for 100% of officials. The network system and infrastructure are inherited from the City Party Committee and the People's Committee of Thuan An City, ensuring stable and continuous operation, with connections to the Metronet network of Ho Chi Minh City and the network connecting to the Ministry of Finance .
The ward's system for receiving and processing applications is implemented synchronously, ensuring timely and high-quality service for citizens, contributing to improved administrative reform efficiency. From July 1st, 2025 to July 15th, 2025, the ward's Public Administration Center received 3,484 applications (793 under the ward's jurisdiction, 224 by the Land Registration Office branch, and 2,467 by the Police), and processed 932 applications on time or ahead of schedule, achieving a 100% success rate.
To achieve these initial results, the Party Committee and People's Committee of the ward encouraged officials and civil servants to work all day Saturday and Sunday.
The ward leaders suggested that Ho Chi Minh City should issue a Resolution allowing the Deputy Director of the Public Administration Center to sign certain documents such as certified copies, in order to promptly process applications and procedures for citizens; they also proposed increasing staffing in departments and urban inspectorates.
