In recent years, the province has paid attention to the management and exploitation of natural resources in order to increase production value, increase budget revenue and create jobs for workers. However, the exploitation and use of natural resources and minerals also requires stricter management in the coming time.

In fact, the province's land management, exploitation and use are increasingly strict and effective. The province has established and implemented land use planning and plans to ensure socio -economic development. Administrative procedures have been simplified, and processing time has been reduced by 20%. To date, the province has issued over 28,000 land use right certificates to organizations and individuals; allocated and leased land to nearly 700 organizations with an area of ​​over 6,800 hectares.

In particular, the province built a land database for over 5 million land plots, connected to the national database, making an important contribution to the digital transformation process; budget revenue from land reached over 19,000 billion VND, becoming an important resource for development.

Lao Cai has also completed the inventory of water resources, deployed markers to protect hydroelectric reservoirs, protect river banks, and maintain minimum flows at hydroelectric dams. Budget revenue from water resources reaches over 1,500 billion VND/year.

Dubbed as the “Mineral Map of the Country”, in recent years, Lao Cai has strengthened its management, thanks to which mineral management has become more systematic (enterprises have installed weighing stations and cameras to monitor mining output). Budget revenue from mineral exploitation and processing activities reaches nearly 3,000 billion VND/year, creating stable jobs for about 15,000 workers. Many important minerals such as copper, iron, apatite, white limestone, etc. are exploited with deep processing, contributing to increasing value.

In addition to the achievements, the province's natural resources and environmental management still has limitations, such as: land use planning and plans in some places are not synchronous, and the forecasting ability is not high. The land and public property database is still lacking and slow to update; water resources management is still inadequate, the automatic monitoring system is only deployed at the initial level and is not synchronous; some mineral projects are slow to implement due to land clearance problems; illegal exploitation is still recurring; in particular, climate change, natural disasters, flash floods, and landslides are increasingly severe, posing great challenges to natural resources management and environmental protection.

Faced with new requirements, the provincial agriculture and environment sector set a number of goals for the 2026 - 2030 period such as: strict and synchronous management, economical, scientific and effective exploitation of resources, minerals and environmental protection associated with sustainable development.

By 2030, complete the database of land, water, minerals, and the environment, meeting the digital transformation goals according to Resolution 57 of the Politburo. Budget revenue from land, water, and minerals reaches an average of over 13,000 billion VND/year. The rate of hazardous waste treated reaches 95%; 100% of medical waste is treated; less than 10% of urban waste is treated by direct landfill. Improve the capacity to forecast and warn of natural disasters; gradually develop a low-carbon economy, a circular economy, and increase renewable energy... These are the goals to strictly manage, reasonably exploit, and effectively use resources and protect the environment associated with sustainable development.

To achieve that goal, sectors and localities proactively review all legal documents, mechanisms and policies on land, minerals, water resources and the environment to propose amendments and supplements, ensuring consistency, uniformity and suitability with the post-merger context. On the basis of the 2024 Land Law, the 2024 Geology and Minerals Law, the 2023 Water Resources Law, the 2020 Environmental Protection Law, etc. that have been issued, the province will have detailed regulations and instructions at the provincial level, ensuring clarity, transparency and ease of implementation at the grassroots level; at the same time, promptly issue regulations on coordination between departments, sectors and localities in resource management; specify specific responsibilities of leaders, avoiding the situation of shifting and avoiding responsibility.

Do a good job of land use planning; arrange reasonable land funds for urban, industrial and service development, while maintaining the area of ​​protective forests, special-use forests and important agricultural land. In mineral management, build a list of key mines and priority mines associated with deep processing, the exploitation and processing process must comply with regulations, especially the Law on Environmental Protection. The province will focus on promoting digital transformation, applying science and technology in the management of resources and minerals (building and perfecting the database of land, water, minerals and the environment "correct - sufficient - clean - alive", connecting with the national database)... Resolutely handle violations: encroachment on land, wrong use of land, slow land use, illegal mineral exploitation, violation of water source protection corridors... Prioritize projects on deep mineral processing to create final products, limit raw exports, increase added value; Encourage circular economic models in agricultural and industrial production: classify waste at source, use agricultural by-products as organic fertilizer, recycle industrial waste as construction materials.

By 2030, strive to turn Lao Cai into a developed province of the region, a growth pole, an international economic trading center... To achieve that goal, the effective management and exploitation of land, water, and mineral resources associated with environmental protection and sustainable development is the key. This is not only the responsibility of all levels and sectors, but also the political task of the entire political system, of each cadre, party member, and of each citizen.
