Also present were Comrade Nguyen Nam Dinh, Member of the Standing Committee of the Provincial Party Committee, Permanent Vice Chairman of the Provincial People's Council, and leaders of provincial departments and agencies. The conference was attended by Comrade Phan Duc Dong, Member of the Standing Committee of the Provincial Party Committee, Secretary of the City Party Committee, Chairman of the Vinh City People's Council, and other members of the Standing Committee of the City Party Committee, leaders of departments, offices, wards, and communes, including the four communes of Nghi Xuan, Phuc Tho, Nghi Thai, and Nghi Phong (Nghi Loc district) that are preparing to be merged into the city.

In addition to the main venue, the conference was broadcast live to 26 other locations, including 25 wards and communes in Vinh City and one location in Cua Lo town. In total, more than 1,600 officials, Party members, and branch secretaries from the Party committees of the wards and communes participated.

At the conference, Deputy Secretary of the Provincial Party Committee Hoang Nghia Hieu emphasized that Resolution No. 16 of the Provincial Party Standing Committee is the culmination of collective wisdom and the careful selection of results from serious scientific research. A special feature of the Resolution is that it closely adheres to the spirit of Resolution No. 39 dated July 18, 2023, of the Politburo on building and developing Nghe An province until 2030, with a vision to 2045, and integrates Resolution No. 137/2024 of the National Assembly on supplementing pilot mechanisms and specific policies for the development of Nghe An province.

Specifically, Resolution No. 39 of the Politburo identifies the need for focused investment and superior mechanisms and policies to develop the expanded Vinh City (including Cua Lo town and four communes of Nghi Loc district) into an economic and cultural center of the North Central region. The resolution also identifies Vinh City as one of the two growth engine areas of Nghe An province. Accordingly, Vinh City holds a particularly important position and role in the orientation of building and developing Nghe An province until 2030, with a vision to 2045; its potential and advantages for development are enormous and need to be further unleashed and promoted to serve as a driving force for the province's development. However, many obstacles, limitations, and weaknesses hindering the city's development and breakthroughs need to be addressed. In addition, the rapidly changing domestic, provincial and international context with the development of science and technology (especially digital technology), globalization and the fourth industrial revolution (4.0)... also poses new tasks and approaches for the development of the city.

Based on that, the Deputy Secretary of the Provincial Party Committee emphasized 5 specific viewpoints and goals and targets for 2030; linked to 9 groups of tasks and solutions in Resolution No. 16 to achieve the goals for 2030 and the vision for 2045 for Vinh City. Specifically, the goal for 2030 is for Vinh City to be a civilized and modern coastal city; with a rapidly and sustainably developing economy, the leading growth engine of the province, and the center of the North Central region in the fields of education and training, culture, health, trade, tourism, logistics, science and technology, and high-tech industry; with a gradually synchronized, modern infrastructure system that adapts to climate change and ensures safety; improved material and spiritual lives of the people; strong national defense and security; and a clean and strong Party organization and political system. The strength of national unity and the people's trust have been enhanced. The vision for 2045 is for Vinh City to be a rapidly developing, sustainable, civilized, and modern smart city, one of the driving forces and important growth poles of the North Central region. Regarding the implementation of Resolution No. 16, the Provincial Party Standing Committee assigned the Party Committee of the Provincial People's Committee to lead the Provincial People's Committee in issuing the program and plan for implementing the Resolution; specifically assigning tasks to relevant departments and agencies under the province's responsibility; and developing and submitting to the Provincial People's Council for promulgation a Resolution on some specific mechanisms and policies to create conditions for Vinh City to achieve the goals set out in the Resolution.

The Standing Committee of the Provincial Party Committee assigned the Party Group of the Provincial People's Council to lead the Provincial People's Council in reviewing and supplementing a number of specific mechanisms and policies of the province to build and develop Vinh City. The Standing Committee of the Provincial Party Committee assigned the Vinh City Party Committee to develop an Action Program to implement the Resolution. They are to proactively issue leadership and guidance documents to successfully implement the Resolution; maximize the leadership role of Party committees and organizations at all levels, the involvement of the entire political system, create high consensus within the Party Committee and the people of the City, and quickly bring the Resolution into life.

At the conference, Mr. Pham Hong Quang, Director of the Department of Planning and Investment, announced the draft Action Program of the Provincial People's Committee to implement Resolution No. 16 of the Provincial Party Committee. In his concluding remarks, Deputy Secretary of the Provincial Party Committee Hoang Nghia Hieu affirmed that the conference aimed to create a unified understanding and to put the Resolution into practice so that every citizen understands and participates in its implementation.
