Quang Ninh lacks nearly 2,000 teachers at all levels.

The shortage of teachers was the information provided by Ms. Nguyen Thi Thuy, Director of the Department of Education and Training of Quang Ninh province , at the questioning session of the 16th meeting of the 14th term of the Quang Ninh Provincial People's Council on December 8th.

Local authorities must organize competitive examinations for contract teachers.

According to Ms. Thuy, in the coming time, the Quang Ninh Department of Education and Training will strengthen the rate of two-session-per-day schooling at the primary level; striving to achieve 100% of primary schools organizing two sessions per day by 2025 and encouraging secondary and high schools to organize two-session-per-day teaching to improve the quality of education; at the same time, it will maximize the advantages of information technology; focus on inspecting and supervising private educational institutions and the heads of these institutions.

Also at the meeting, the Director of the Quang Ninh Department of Education and Training stated that the province still has a situation of teaching computer science without proper training due to a shortage of teachers and delays in bidding for equipment procurement in one district/town.

In addition, Ms. Nguyen Thi Hanh, Vice Chairman of the Quang Ninh Provincial People's Committee, stated that the province's teacher staffing needs are 21,290 people, with a total of 19,378 people receiving salaries from the state budget. However, the province currently has 18,711 teachers, leaving a shortage of 2,579 people.

According to Ms. Hanh, in 2023, the Provincial People's Committee approved the autonomy plan for 181 eligible schools with a total of 8,196 employees. Of these, 6,059 teachers received salaries from the state budget, while the remainder were employed under contracts by local authorities and the schools themselves. Therefore, local authorities had to organize recruitment exams for contract teachers to meet teaching requirements.

Parents must sign the meal service contract.

According to feedback from the public and voters, many schools in Quang Ninh province are currently having to sign contracts with lunch providers for their students. The reason is that schools are facing difficulties in implementing the Investment Law. According to regulations, contracts worth hundreds of millions of dong must be subject to competitive bidding and investor selection, but educational institutions have not been doing so for a long time. This has led to a situation where schools are nearing the end of the first semester of the 2023-2024 school year, yet are still struggling to find a solution for signing lunch supply contracts.

Parent representatives at many schools in Quang Ninh have to take responsibility for providing lunch for their children.

Responding to this issue, Ms. Nguyen Thi Thuy, Director of the Quang Ninh Department of Education and Training, stated that for preschools, school lunch is a mandatory requirement; for some primary and secondary schools, school lunch is provided to students attending two sessions per day, according to the needs and wishes of parents. Previously, schools based their decisions on the regulations of the Department of Education and Training regarding the guidance on initial school year revenue and expenditure.

After a period of implementation based on the regulations of the Investment Law, the Quang Ninh Department of Education and Training issued a document guiding units to select contractors to provide educational services according to regulations; at the same time, it organized training for schools to implement this regulation.

However, there is currently a situation where some institutions are shifting from contracting with schools to having parents sign contracts with service providers. This transfer is only a "temporary solution," because while waiting for schools to complete the paperwork, parents are temporarily taking on the contract.

"The Quang Ninh Department of Education and Training has requested units to expedite the contractor selection process and fully comply with bidding regulations. If there are any difficulties or obstacles, they should report them to the appropriate level for timely guidance and direction," Ms. Thuy said.
