Quang Tri meets to discuss investment plan for National Highway 15D

On September 23, Vice Chairman of Quang Tri Provincial People's Committee Le Duc Tien chaired a meeting to consider investment plans for the construction of National Highway 15D from National Highway 1 to Ho Chi Minh Road, West branch, Quang Tri province under the PPP method.

The investment project to build National Highway 15D from National Highway 1 to the West branch of Ho Chi Minh Road was proposed by a consortium of investors including Hoanh Son Group Joint Stock Company, Nam Tien Company Limited and Phonesack Vietnam Company Limited.

The project has a route length of 42 km, including 8 km from National Highway 1 to Cam Lo - La Son Expressway, proposed by Quang Tri province to use central capital in the medium-term public investment plan for the period 2021 - 2025.

At the meeting, the Quang Tri Province Construction Investment Project Management Board said that up to now, the Investor Consortium has researched and developed 4 construction design options.

Through calculations, the investor consortium proposed to the People's Committee of Quang Tri province to choose the option of clearing the land for 2 lanes, investing in 2 lanes and designing 2 tunnels with a total investment of 7,409 billion VND, of which the proposed capital source for state support is 1,000 billion VND.

This construction plan has a total area of ​​​​affected protective forests and special-use forests of 44.6 hectares; the design of 2 tunnels is to build, of which tunnel 1 is 2.27 km long and tunnel 2 is 2.1 km long.

According to the Quang Tri Province Investment and Construction Project Management Board, this is a large project, with a large area of ​​land clearance required, and the procedures for converting forest use purposes are quite complicated, so it takes a long time. Therefore, it is necessary to recommend that competent authorities include the National Highway 15D project in the list of projects that can convert forest use purposes.

In addition, the current investor consortium has also proposed to the People's Committee of Quang Tri province to recommend to the central ministries and branches to consider allocating state capital to participate in the project, or allocating the province's medium-term budget for the period 2026 - 2030 of at least 1,000 billion VND to have a basis for implementing the next steps of the project.

After listening to the report from the Quang Tri Provincial Investment and Construction Project Management Board and opinions from relevant departments and agencies, concluding the meeting, Vice Chairman of the Quang Tri Provincial People's Committee Le Duc Tien requested the Department of Transport, the Provincial Investment and Construction Project Management Board and relevant units to study and select a suitable option for the affected areas of protective forests and special-use forests.

In case the route section affects strictly protected forest areas, the Department of Agriculture and Rural Development must specifically review the affected areas and report to the Provincial People's Committee for submission to the Prime Minister for consideration and decision.

In addition, Vice Chairman of Quang Tri Provincial People's Committee Le Duc Tien also requested relevant sectors and units to study solutions to develop the most suitable design options, ensuring safety and technical and aesthetic requirements, while ensuring connectivity with the traffic infrastructure system in the province.
