The National Assembly has agreed to ban e-cigarettes and heated tobacco products starting in 2025.

(NLĐO) - According to a resolution of the National Assembly , e-cigarettes and heated tobacco products will be banned from production, trade, and import from 2025.


In the Resolution on the interpellation activities of the 8th session, which was passed on the afternoon of November 30th, the 15th National Assembly unanimously agreed to ban the production, trading, import, storage, transportation, and use of e-cigarettes, heated tobacco products, and other addictive gases and substances harmful to human health from 2025, in order to ensure public health, social order, and safety.

The National Assembly assigns the Government to organize the specific implementation of the above-mentioned content. At the same time, it is necessary to strengthen propaganda efforts and raise public awareness, especially among young people and teenagers, about the harmful effects of alcohol, beer, tobacco, e-cigarettes, heated tobacco products, and various addictive gases and substances on human health.

Electronic cigarettes were one of the topics of great concern to National Assembly deputies, who questioned Minister of Health Dao Hong Lan during this session. Many deputies expressed worry about the increasing use of electronic cigarettes among young people, which is harmful to their health. In addition, the ease of purchasing electronic cigarettes has become a trend.

Responding to a National Assembly representative on this issue, Minister of Health Dao Hong Lan stated that in recent times, the rate of e-cigarette and heated tobacco product use has been increasing rapidly, posing many risks to health and life, especially among young people.

Investigations across 34 provinces and cities revealed that the rate of e-cigarette use among adults increased 18-fold, reaching 3.6% in 2020, with the highest concentration among those aged 15-24. The Ministry of Health has assigned a specialized unit to compile research and evaluate the impact of heated and electronic tobacco products on the heart, liver, lungs, and especially psychosis. In 2023, 1,234 people with e-cigarette-related issues received treatment.

According to Minister Dao Hong Lan, the main reason why e-cigarettes and heated tobacco products are still rampant on the market is that although there are no legal regulations allowing the sale of these products, many companies have exploited sophisticated marketing methods and attractive product designs to attract consumers in order to maximize profits. In addition, the smuggling of e-cigarettes and heated tobacco products also contributes to this situation, creating many difficulties in management.

During the question-and-answer session on November 11th, Minister Dao Hong Lan brought to the hall several e-cigarette products designed and decorated like children's toys to attract attention and illustrate her points. According to Ms. Dao Hong Lan, with their eye-catching designs, e-cigarette products are very appealing to young people.
