To complete the expressway project ahead of schedule as directed by the Prime Minister.
Presiding over a working session on the implementation of the two expressway projects, Chi Thanh - Van Phong and Van Phong - Nha Trang, Deputy Minister of Transport Nguyen Duy Lam acknowledged the local authorities' efforts in land clearance, material allocation, and relocation of technical infrastructure to facilitate construction by contractors.

Regarding the Van Phong - Nha Trang project, the Deputy Minister requested the investor to continue directing contractors to strive to complete all items simultaneously by April 30, 2025, in order to put the expressway into operation.
Regarding the Chi Thanh - Van Phong project, the Deputy Minister stated that contractors are making the most of the available space, increasing the number of construction teams, mobilizing additional personnel and equipment, and quickly addressing landslides to accelerate project progress.
"The investor and contractors need to proactively find solutions, prioritizing land for embankment reinforcement. At the same time, they need to deploy 3 shifts and 4 teams to compensate for the time spent waiting for land and materials. We cannot allow delays due to waiting for a single item. With the rainy season approaching, any contractor who is behind schedule will face strict penalties from the investor," the Deputy Minister said, emphasizing: There must be a high level of determination to complete the Chi Thanh - Van Phong expressway before September 30, 2025.
Currently, the investor is strengthening site management and working with the contractor to review the construction plan for the 13km of weak soil and the Tuy An tunnel.
"Work needs to be done efficiently and completely. As soon as materials are available, construction must be focused on. Time is running out. Highway projects must be completed simultaneously, with all components seamlessly integrated."
"The investor needs to report any difficulties arising during construction early so that solutions can be implemented promptly. When the site and materials are secured, contractors must accelerate the pace of work in accordance with the Prime Minister's directive," the Deputy Minister emphasized.
Construction of the Tuy An tunnel faced many difficulties due to the complex geological conditions.
Local authorities that are slow to relocate infrastructure must be held accountable.
Speaking at the meeting, the leader of the Khanh Hoa Department of Natural Resources and Environment (TN&MT) stated that the districts and towns have just completed the land acquisition price plan for the Van Phong - Nha Trang expressway. Regarding the additional land area resulting from the construction of access roads, the land acquisition details and price approval will need to be adjusted.
Regarding the land to be reclaimed for the rest stop, this agency will work with the District People's Committee next week to expedite the land reclamation process. In the meantime, local authorities will encourage residents to hand over the land for the foundations of the power poles.
According to the Khanh Hoa Provincial Department of Transport, the relocation of technical infrastructure is currently behind schedule compared to the commitment made on June 30th.
"The Chairman of the People's Committee of Phu Yen province has instructed localities to complete the relocation of high-voltage power poles before August 30th. Any locality that fails to complete the relocation will have its leaders held responsible. Initially, priority will be given to relocating those locations that affect the project's critical path so that contractors have the necessary space to work," a representative from the Phu Yen Provincial Department of Transport said.
The Chi Thanh - Van Phong expressway project in Phu Yen province has a total length of over 48km (passing through the districts of Tuy An, Tuy Hoa City, Phu Hoa, Tay Hoa and Dong Hoa town).
The total investment is nearly 11,000 billion VND. The project is managed by Project Management Board 7.
The Van Phong - Nha Trang expressway component project through Khanh Hoa province is over 83km long (passing through 4 districts and towns: Van Ninh, Ninh Hoa, Dien Khanh and Khanh Vinh).
The project has a total investment of over 11,000 billion VND and commenced construction in January 2023.
This project has two construction packages. Package XL1 is being constructed by a consortium of four contractors: Lizen (leading), Phuong Thanh, Hai Dang, and VNCN E&C. Package XL2 is being constructed by a consortium of contractors including Son Hai (leading) and Vinaconex.
