This was the directive of Comrade Ngo Vu Thang, Vice Chairman of the Provincial People's Committee and Head of the Board of Directors' Representative Committee of the Social Policy Bank (NHCSXH) of the province, at the meeting to evaluate policy credit activities in the third quarter of 2025 on the morning of October 21st.

According to the report, in the first nine months of the year, policy credit activities in the province continued to be effective, closely following the direction of the Central Government and the province. Preferential capital has made a significant contribution to sustainable poverty reduction, new rural development, and ensuring social security.

Total outstanding loans reached nearly 4,860 billion VND; however, entrusted funds from local budgets only accounted for about 9%, lower than the national and regional average. The average outstanding loan per customer is currently 36 million VND, while the demand for loans to support production and create jobs remains very high.

Ms. Quach Thanh Thoang, Director of the Employment Service Center under the Department of Internal Affairs, stated: From the beginning of the year until now, approximately 12 billion VND has been disbursed to support workers going to work abroad, helping them reduce financial pressure before departure. However, the access rate remains low, with only 108 out of more than 1,100 workers going abroad having accessed this support.

However, one of the prominent challenges today is the continued increase in overdue loans, accounting for 2.54% of total outstanding loans, ten times higher than the national average. The phenomenon of borrowers leaving the locality is common, with over 9,200 cases, making debt recovery difficult. Some localities still lack genuine concern and proactiveness in handling difficult-to-recover loans.

Chairman of the Provincial Farmers' Association, Nguyen Hoang Thoai, shared the difficulties at the meeting.

Regarding this issue, the Chairman of the Provincial Farmers' Association, Nguyen Hoang Thoai, shared: After the provincial merger, many communes completely changed their key personnel, leading to limitations in understanding and implementing credit operations. The Association has organized inspections and evaluations of savings and loan groups, while also strengthening training for grassroots forces. In the coming time, the Association will continue to review overdue and non-performing loans, direct interest collection, reduce overdue debts, and strive to complete the targets for the fourth quarter and the whole year of 2025.

Regarding the finance sector, Mr. Huynh Cong Quan, Director of the Provincial Department of Finance, stated that after the completion of the administrative boundary consolidation, the finance sector is coordinating with the Vietnam Bank for Social Policies (VBSP) to develop a medium-term capital allocation plan and a plan for using the remaining capital for the year. According to the set targets, approximately 246 billion VND needs to be added before December 31, 2025, to meet the needs of policy credit programs. However, to ensure progress, the VBSP needs to finalize the plan soon, clearly defining the loan programs and beneficiaries, before submitting it to the Provincial People's Committee for appraisal and the Provincial People's Council for approval in the November session.

Speaking at the meeting, Vice Chairman of the Provincial People's Committee Ngo Vu Thang emphasized that, in the new context after the province's merger, the implementation of policy credit needs to be organized more tightly, effectively, and synchronously. The Vice Chairman requested the Provincial Social Policy Bank to coordinate with relevant departments and localities to strengthen the review and classification of debts, and accelerate the disbursement of outstanding credit programs . At the same time, he urged the promotion of communication regarding preferential credit policies, especially loan programs for students as stipulated in Decision No. 29/2025/QD-TTg dated August 28, 2025, of the Prime Minister .

In addition, the comrade requested the early completion of the medium-term capital allocation plan for the 2025-2030 period, and the adjustment of overlapping and inconsistent directives following the merger. Commune-level People's Committees need to proactively manage debt recovery, clearly define responsibilities at each level, and ensure that eligible policy beneficiaries have access to loans. The goal is to reduce the overdue debt rate to below 1% by the end of 2025, contributing to stabilizing people's lives and promoting socio -economic development throughout the province.
