Clear action leads to clear results.

In the final days of the year, the rain in the A Lưới highlands lasted from noon until evening, causing the construction site of the multi-level school in A Lưới 3 commune to become waterlogged and slippery.

“With sunny mornings and rainy afternoons, this kind of foundation work is extremely difficult. No matter how harsh the weather is, the investor still requires the contractor to apply construction methods in the rain, work overtime, and supplement equipment and personnel; we cannot afford delays because of difficulties. The multi-level school project must be completed on time and to the required quality,” said Mr. Ha Xuan Hau, Director of the Investment, Construction and Urban Development Project Management Board of Hue City.

That spirit reflects the city's overarching requirements: clear responsibilities, clear tasks, clear deliverables, clear accountability, and clear completion timelines; no excuses for delays; no passing the buck. Progress is a mandatory requirement, quality is a matter of honor. Completing the multi-level school project is not just a technical matter, but a political imperative, a commitment from the Party committee and government to the Central Government and the people.

In Quang Dien, the requirement of "clear responsibilities, clear tasks" has been concretized into a strict operational process. On the shared management software, each task has a deadline, a responsible person, and a completion level. Thanks to this, commune leaders closely monitor the progress of each area; any difficulties that arise are identified early and addressed immediately.

Mr. Nguyen Anh Cau, Chairman of the People's Committee of Quang Dien commune, said: "The continuous reporting mechanism helps us know exactly who is working on what and where the obstacles are. When work is linked to individual responsibility, progress is always ensured. The clearest evidence lies in difficult tasks that require speed. The work of counting and marking for the North-South high-speed railway project, which is very complex, was completed much faster than planned, with each official clearly assigned to a specific task. During the recent floods, local officials stayed in the area 24/7, keeping a close watch on each household, ensuring no one was isolated or lacked food. This result came from the clear assignment of responsibilities to each team and individual."

In Thuan An ward, the spirit of "clear responsibilities, clear tasks, clear results" is most evident in the land sector, which is characterized by numerous procedures and potential delays. Mr. Le Dinh Phong, Chairman of the Ward People's Committee, shared that previously, documents had to go through many different departments, but now most are processed directly at the ward level. Officials clearly understand their duties and responsibilities, resulting in faster processes such as surveying, boundary verification, and land origin determination – all completed 3-5 days faster than before. Not only are the tasks clear, but the methods are also clear; this change has created substantial progress in administrative reform.

Assign the right tasks to the right people and complete them on time.

At a working session on growth resources for the 2025-2030 period, Central Committee member and City Party Secretary Nguyen Dinh Trung emphasized that Hue is facing a major challenge: building a green, smart, and culturally rich heritage city. To achieve the vision for 2030, there must be annual plans, quarterly progress reports, and timely adjustments. The spirit is that all tasks must be clearly defined, with clear responsibilities, expected outcomes, and deadlines.

This spirit is institutionalized in the Action Program for implementing the Resolution of the 17th City Party Congress, term 2025-2030 (No. 06-CTr/TU) of the City Party Committee. The biggest difference is that the city has shifted from "assigning tasks in a general way" to "clearly defining each task, each timeframe, and each person in charge".

The six key programs and 15 major task groups are all designed with a very specific structure, including the lead agency, coordinating units, and tasks to be done each quarter and each year. From the development of heritage cities, industry, services and tourism , to administrative reform, high-quality human resources, and digital transformation… everything is quantified.

Along with clearly defining responsibilities, the City Party Committee demanded a shift in working methods towards a more substantive approach: Coordination must be genuine, not a matter of passing the buck. Wherever obstacles arise, the head of the relevant agency will be held accountable. Inter-agency tasks will be handled quickly, with direct reporting to the Standing Committee of the City Party Committee if they exceed their authority. Officials are encouraged to think outside the box, take action, and assume responsibility, while mechanisms are in place to protect those who dare to innovate. The city is determined to eliminate the "safety to retain position" mentality, one of the obstacles hindering progress and preventing the utilization of resources.

A key highlight is the integration of digital transformation into work monitoring. Each task is digitized and updated in real time, preventing the situation where "files sit idle in a drawer." The implementation process is made public for the people to monitor: People know which projects are behind schedule. Where bottlenecks occur, who is responsible must be clearly identified. This not only creates positive pressure on officials but also increases public trust in the administrative system.

Hue enters its new term with high expectations. These expectations stem not from empty words, but from concrete results: projects completed on schedule, administrative procedures streamlined, bottlenecks removed, and people's lives improved. The spirit of clear responsibilities and accountability is creating a synchronized movement from the city level down to the grassroots. For each official, this is no longer a slogan, but has become a daily working method. No task will be left behind; this is the commitment of the city government and the expectation of the people of Hue in this new term.
