According to information from the Quang Tri Department of Transport, the unit has completed the procedures, documents, equipment, and machinery to transfer the state management nhiệm vụ of driver's license testing and issuance to the police sector before February 19, 2025.
According to Conclusion No. 121-KL/TW dated January 24, 2025, of the Central Committee of the Communist Party of Vietnam on continuing to innovate and reorganize the organizational structure of the political system; implementing the directives of the leaders of the Ministry of Public Security and the Ministry of Transport at the meeting on February 11, 2025, regarding the preparation for the handover of state management tasks related to driver's license examination and issuance, the handover of driver's license examination and issuance tasks from the Ministry of Transport to the Ministry of Public Security is expected to be completed before February 19, 2025. The Department of Transport has completed the inventory procedures and reported to the Department of Roads on matters related to the preparation for the handover of driver's license examination and issuance.
Currently, there are two Type II driving test centers in the province: the Quang Tri Driving Training and Test Center and the Manh Linh Driving Test Center, which belongs to the Manh Linh Vocational Education Center. As of December 31, 2024, the Department of Transport is managing 530,290 driving licenses, including 462,775 motorcycle licenses and 67,515 car licenses of all categories.
The driving test grounds, equipment including 28 vehicles for both on-road and in-course testing, the testing staff and technical personnel, and the software and database system for testing and issuing driver's licenses are all ready for handover.
To avoid disrupting the issuance of driver's licenses to citizens during the transition period, and to prevent waste when the Ministry of Transport stops driver's license examinations and issuance, the Vietnam Road Administration proposes that provincial Departments of Transport review and forecast the number of driver's license forms needed to meet the demand for issuing and renewing driver's licenses in February 2025.
For Quang Tri province, the estimated number of unused driver's license blanks and forms remaining as of February 18, 2025, is 4,000.
