This morning opened the 6th Session, 15th National Assembly.

On October 23, implementing the provisions of the Constitution and the Law on Organization of the National Assembly , the 6th Session of the 15th National Assembly of the Socialist Republic of Vietnam will solemnly open at the National Assembly House, Hanoi Capital.

In the past time, the National Assembly Standing Committee, the Central Committee of the Vietnam Fatherland Front, the Government, the Supreme People's Court, the Supreme People's Procuracy , the Secretary General of the National Assembly, the Ethnic Council, the National Assembly Committees, the agencies under the National Assembly Standing Committee, the National Assembly delegations, the National Assembly deputies, the National Assembly Office and relevant agencies, organizations and individuals have urgently prepared the contents to be submitted to the National Assembly for consideration and decision at the 6th Session.

Before the opening of the session, at 7:15 a.m., leaders of the Party, State, Vietnam Fatherland Front, and National Assembly deputies laid wreaths and visited President Ho Chi Minh's Mausoleum.

At 8:00 a.m., the National Assembly held a preparatory meeting. At the meeting, the National Assembly deputies listened to the speech of National Assembly Chairman Vuong Dinh Hue; and listened to the report of the Standing Committee of the National Assembly, Secretary General of the National Assembly - Head of the National Assembly Office Bui Van Cuong on the reception, explanation, and revision of the draft Program of the 6th Session of the 15th National Assembly. After that, the National Assembly discussed and voted to approve the Program of the 6th Session of the 15th National Assembly.

At 9:00 a.m. the same day, the National Assembly held the Opening Session of the 6th Session of the 15th National Assembly at Dien Hong Hall, National Assembly House. The Opening Session was broadcast live by Voice of Vietnam (VOV1), Vietnam Television (VTV1), and Vietnam National Assembly Television.

According to information from the National Assembly Office, the 6th Session will be held in 2 phases: Phase 1 (15 days): from October 23 to November 10; Phase 2 (7 days): from November 20 to the morning of November 28. The total working time of the Session is expected to be 22 days.

Regarding legislative work, at this session, the National Assembly will consider and pass 9 draft laws including: Land Law (amended); Real Estate Business Law (amended); Housing Law (amended); Water Resources Law (amended); Telecommunications Law (amended); Law on Management and Protection of National Defense Works and Military Zones; Law on Forces Participating in Protecting Security and Order at the Grassroots Level; Citizen Identification Law (amended); Law on Credit Institutions (amended).

The National Assembly will also consider and approve a draft Resolution: Resolution on piloting a number of mechanisms and policies to remove obstacles stipulated in a number of laws related to investment in the construction of road traffic works.

The National Assembly will consider and comment on eight draft laws, including: Law on Social Insurance (amended); Law on Archives (amended); Law on National Defense Industry, Security and Industrial Mobilization; Law on Roads; Law on Road Traffic Order and Safety; Law on the Capital (amended); Law on Organization of People's Courts (amended); Law on Amendments and Supplements to a Number of Articles of the Law on Property Auction.

Regarding socio-economic issues, the State budget, supervision and other important issues, at this session, the National Assembly will consider and give opinions on the following contents:

Evaluate the results of the implementation of the socio-economic development plan and the State budget in 2023 and review and decide on the socio-economic development plan, the State budget estimate, and the Central budget allocation plan in 2024 (including reviewing the implementation of the State budget public investment plan in 2023 and deciding on the State budget public investment plan in 2024; reviewing the 3-year State budget - financial plan for 2024-2026);

Review mid-term assessment reports: results of implementation of 5-year plans for the period 2021 - 2025 on socio-economic development, economic restructuring, medium-term public investment, national finance and borrowing and public debt repayment.

Report of the Chief Justice of the Supreme People's Court on the work of the People's Court, Report of the work of the Chief Prosecutor of the Supreme People's Procuracy (including the results of the work of receiving citizens, handling complaints and denunciations of the People's Court, the People's Procuracy according to the provisions of the law on litigation and the implementation of Resolution No. 96, the implementation of Resolution No. 33);

Government reports on: anti-corruption work, crime and law violation prevention and control work, execution of judgments in 2023 (including content on management, execution of temporary detention, temporary imprisonment and implementation of Resolution No. 96).

At this session, there will also be questioning and answering of questions from National Assembly deputies on the responsibilities of Government members and sector heads in implementing a number of resolutions of the 14th National Assembly on thematic supervision, questioning and the National Assembly's Resolution on thematic supervision, questioning from the beginning of the 15th term to the end of the 4th session...

Review the Report of the National Assembly Standing Committee on the results of supervising the settlement of voters' petitions sent to the 5th Session of the 15th National Assembly; review the results of citizen reception, handling of petitions, and settlement of citizens' complaints and denunciations in 2023.

Consider the report on the results of reviewing the system of legal documents according to the provisions of Resolution No. 101 on the 5th Session, 15th National Assembly; conduct a vote of confidence for people holding positions elected or approved by the National Assembly...
