This morning marks the opening of the 6th Session of the 15th National Assembly.

On October 23rd, in accordance with the Constitution and the Law on the Organization of the National Assembly , the 6th Session of the 15th National Assembly of the Socialist Republic of Vietnam will be solemnly inaugurated at the National Assembly building in Hanoi.

Over the past period, the Standing Committee of the National Assembly, the Central Committee of the Vietnam Fatherland Front, the Government, the Supreme People's Court, the Supreme People's Procuracy , the Secretary General of the National Assembly, the National Council, the Committees of the National Assembly, agencies under the Standing Committee of the National Assembly, the National Assembly delegations, National Assembly deputies, the National Assembly Office, and relevant agencies, organizations, and individuals have urgently prepared the contents to be submitted to the National Assembly for consideration and decision at the 6th Session.

Before the opening of the session, at 7:15 a.m., leaders of the Party, State, Vietnam Fatherland Front, and National Assembly delegates laid wreaths and paid respects at the Mausoleum of President Ho Chi Minh .

At 8:00 AM, the National Assembly held its preliminary session. During the session, National Assembly deputies listened to a speech by National Assembly Chairman Vuong Dinh Hue; and heard a report from Bui Van Cuong, Member of the Standing Committee of the National Assembly, Secretary General of the National Assembly - Head of the National Assembly Office, on the acceptance, explanation, and revision of the proposed agenda for the 6th Session of the 15th National Assembly. Following this, the National Assembly proceeded to discuss and vote on the agenda for the 6th Session of the 15th National Assembly.

At 9:00 AM on the same day, the National Assembly held its opening session of the 6th Session of the 15th National Assembly in the Dien Hong Hall of the National Assembly Building. The opening session was broadcast live by the Voice of Vietnam (VOV1), Vietnam Television (VTV1), and Vietnam National Assembly Television.

According to information from the National Assembly Office, the 6th Session will be conducted in two phases: phase 1 (15 days): from October 23rd to November 10th; phase 2 (7 days): from November 20th to the morning of November 28th. The total working time of the Session is expected to be 22 days.

Regarding legislative work, at this session, the National Assembly will consider and approve 9 draft laws including: the Land Law (amended); the Real Estate Business Law (amended); the Housing Law (amended); the Water Resources Law (amended); the Telecommunications Law (amended); the Law on Management and Protection of National Defense Works and Military Zones; the Law on Forces Participating in Protecting Security and Order at the Grassroots Level; the Citizen Identification Law (amended); and the Law on Credit Institutions (amended).

The National Assembly will also consider and approve a draft resolution: a resolution on piloting certain mechanisms and policies to remove obstacles stipulated in some laws related to investment in the construction of road transport infrastructure.

The National Assembly will consider and comment on eight draft laws, including: the Law on Social Insurance (amended); the Law on Archives (amended); the Law on National Defense, Security and Industrial Mobilization; the Law on Roads; the Law on Road Traffic Order and Safety; the Law on the Capital City (amended); the Law on the Organization of People's Courts (amended); and the Law amending and supplementing a number of articles of the Law on Auctioning Assets.

At this session, the National Assembly will consider and provide opinions on socio-economic issues, the State budget, oversight, and other important matters:

Reviewing the results of the implementation of the socio-economic development plan and the State budget for 2023, and considering and deciding on the socio-economic development plan, the State budget estimate, and the central budget allocation plan for 2024 (including reviewing the implementation of the public investment plan using State budget funds in 2023 and deciding on the public investment plan using State budget funds in 2024; reviewing the three-year State financial and budget plan for 2024-2026);

Reviewing mid-term evaluation reports: results of the implementation of the 5-year plans for the period 2021-2025 on socio-economic development, economic restructuring, medium-term public investment, national finance, and public borrowing and debt repayment.

Report of the Chief Justice of the Supreme People's Court on the work of the People's Courts, Report of the work of the Prosecutor General of the Supreme People's Procuracy (including the results of receiving citizens, resolving complaints and denunciations by the People's Courts and People's Procuracies in accordance with the law on procedural matters and the implementation of Resolution No. 96, the implementation of Resolution No. 33);

Government reports on: anti-corruption efforts, crime prevention and control, and law enforcement in 2023 (including content on the management and execution of temporary detention and custody, and the implementation of Resolution No. 96).

At this session, there will also be a question-and-answer session between National Assembly deputies regarding the responsibilities of Government members and heads of ministries in implementing a number of resolutions of the 14th National Assembly on specialized supervision and questioning, and resolutions of the National Assembly on specialized supervision and questioning from the beginning of the 15th term to the end of the 4th session...

Reviewing the Report of the Standing Committee of the National Assembly on the results of monitoring the resolution of voters' petitions submitted to the 5th Session of the 15th National Assembly; reviewing the results of citizen reception, handling of letters and petitions, and resolution of complaints and denunciations from citizens in 2023.

Consider the report on the results of the review of the system of legal documents as stipulated in Resolution No. 101 of the 5th Session of the 15th National Assembly; conduct a vote of confidence for those holding positions elected or approved by the National Assembly...
