The procedures for requesting to transfer schools for primary school students are specifically guided on the National Public Service Portal. At the same time, the Ministry of Education and Training has prescribed the documents, procedures, and procedures for transferring schools in Article 36 of the Primary School Regulations issued together with Circular No. 28/2020/TT-BGDDT. The competent authority to decide on school transfers (transfers to and from) for primary school students is the principal (head) of theeducational institution. The address for receiving documents is at the educational institution.

For primary school students applying to transfer schools within the country

Parents or guardians of students submit a transfer application to the new school in person, by post or online on the Public Service Portal (if available).

Within no more than 3 working days from the date of receipt of the application, the principal of the transfer school shall agree to accept the student into the application. In case of disagreement, the reason must be clearly stated in the application and the application must be returned to the student's parents or guardians in the form in which the application was received.

When the transfer school agrees to accept the transfer, the student's parents or guardians submit a transfer application to the school from which the transfer is made. Within no more than 3 working days from the date of receipt of the application, the principal of the school from which the transfer is made is responsible for returning the application to the student in accordance with Clause 1, Article 36 of the Primary School Regulations issued together with Circular No. 28/2020/TT-BGDDT.

Parents or guardians of students submit all documents specified in Clause 1, Article 36 of the Primary School Regulations issued with Circular No. 28/2020/TT-BGDDT to the school where they are transferring to.

Within no more than 3 working days from the date of receiving complete documents, the principal of the transfer school will organize an exchange, survey, consultation and receive and place students in classes.

For primary school age students transferring from abroad to home country

Parents or guardians of students who want to transfer from abroad must submit an application (according to the form in Appendix II attached to Circular 28/2020/TT-BGDDT) to the school where they are transferring to by submitting it directly, by post or online on the Public Service Portal (if available).

Within no more than 3 working days from the date of receipt of the application, the principal of the transfer school shall agree to accept the student into the application. In case of disagreement, the reason must be clearly stated in the application and the application must be returned to the student's parents or guardians in the form in which the application was received.

In case of agreeing to accept the student, within no more than 7 working days from the date of receiving the application, the primary school principal shall organize a survey of the student's level, place the student in an appropriate class, receive and manage the student's records according to regulations.
