On December 17th, the Standing Committee of the Ninh Binh Provincial Party Committee held an expanded meeting of the Provincial Party Committee to implement Resolution No. 1318/NQ-UBTVQH15 dated December 10, 2024, of the Standing Committee of the National Assembly on the rearrangement of district and commune-level administrative units in the province for the period 2023-2025.
At the conference, Central Committee member and Ninh Binh Provincial Party Secretary Doan Minh Huan emphasized that the reorganization of district and commune-level administrative units is a major policy of the Party and State aimed at streamlining the organizational structure, reducing staffing levels, and decreasing state budget expenditures; expanding development space, maximizing the potential and advantages of localities; maintaining national defense and security, ensuring social order and safety; and improving the material and spiritual lives of the people.
The Secretary of the Ninh Binh Provincial Party Committee emphasized that Resolution No. 1318 plays a particularly important role and has significant meaning for the province's development in the coming period.
To implement the Resolution promptly and effectively, Party committees, Party organizations, government agencies, the Fatherland Front, and political and social organizations in the province need to focus on effectively carrying out key tasks. This includes strengthening propaganda, dissemination, and thorough understanding among all cadres, Party members, and the people, especially in district and commune-level administrative units undergoing restructuring and mergers, to create greater consensus and unity among cadres, Party members, civil servants, employees, and all segments of the population when implementing the Resolution.
The Steering Committee for the reorganization of provincial-level administrative units and the members of the Provincial Party Standing Committee in charge of districts shall focus on leading, directing, urging, and guiding the implementation of the Resolution and other provincial documents as assigned by the Provincial Party Standing Committee.
The Provincial People's Council, the Provincial People's Committee, the Provincial Party Committee's Organization Department, the Fatherland Front, political and social organizations, and relevant agencies shall direct and guide localities to focus on consolidating organizational structures and personnel in conjunction with implementing Directive No. 35-CT/TW of the Politburo on the Party congresses at all levels for the 2025-2030 term, for administrative units undergoing restructuring in accordance with the directives of the Central Government and the province.
Units and localities should have plans to use assets effectively after restructuring, avoiding waste; and use and preserve financial and accounting documents, records, and archives in accordance with regulations.
Local authorities should promptly organize and implement the restructuring work, fully and seriously carrying out the tasks according to the provincial plan and the guidance of competent authorities, and quickly stabilize organizational operations.
Local authorities and units should create favorable conditions for people, organizations, and businesses to conduct transactions in the newly formed administrative units after the reorganization; and convert various types of documents for people, agencies, units, and businesses according to their authority.
Units and localities should promptly submit to competent authorities any difficulties encountered during the implementation process; fully implement the regulations and policies in localities and units with surplus cadres, civil servants, public employees, and non-specialized personnel at the commune level due to restructuring according to the regulations of the Central Government and the province...
Previously, Mr. Dinh Viet Dung, Chairman of the Provincial Party Committee's Inspection Committee and Head of the Ninh Binh Provincial National Assembly Delegation, announced Resolution No. 1318/NQ-UBTVQH15 on the rearrangement of district and commune-level administrative units in the province for the period 2023-2025. This resolution establishes Hoa Lu City by merging the entire natural area and population of Hoa Lu District and Ninh Binh City.
After its establishment, Hoa Lu city had a natural area of 150.24 km2 and a population of 238,209 people; it comprised 20 commune-level administrative units, including 12 wards and eight communes.
