
Accordingly, the Binh Yen Village Project, covering a total area of 21.54 hectares, will be implemented in the Red Dragon Rice Cultivation and Conservation Area, with a preliminary total implementation cost of over 325 billion VND.
The project will include a public service area covering over 1.65 hectares, comprising the following components: a reception area, administrative and management area, souvenir shop, traditional village, lotus silk weaving house; a cluster preserving traditional craft activities (lotus silk weaving, herbal candle making, organic agricultural product production); a cluster preserving traditional village activities; a boat dock, restaurants, etc.

The project will also construct a lotus-lined river with a total water surface area of over 6 hectares. In addition, more than 2.4 hectares will be used for the construction of technical infrastructure.
This project has received approval from the Standing Committee of the Nghe An Provincial Party Committee for investment through a bidding process to select an investor.
The People's Committee of Nam Dan District is responsible for, based on the decision approving the investment policy, preparing preliminary requirements for the investor's capacity and experience, submitting them to the Department of Planning and Investment for appraisal, and reporting to the Provincial People's Committee for approval as a basis for announcing the list of projects and organizing the bidding process to select investors according to regulations.
The project will be implemented within 3 years, starting from the date it meets the legal requirements for commencement. Accordingly, the preparatory work for investment and construction is expected to be completed in Q4/2024; the project components are expected to be completed in Q1/2026.
In Decision No. 1943/QD-TTg dated November 27, 2020, the Prime Minister approved the Plan for the preservation, restoration, and promotion of the value of the special national historical site of the Ho Chi Minh Memorial Area in Kim Lien commune, Nam Dan district, Nghe An province. The area for rice cultivation and preservation of red rice is an agricultural land located next to Chung Mountain, covering an area of 60.73 hectares, within the zone for promoting the value of the historical site.
This area is planned as a zone for cultivating and preserving red rice, using organic farming methods, combined with experiential spaces and the preservation of traditional rural architecture.

The remaining two projects are the Chung Mountain Eco-tourism, Cultural and Spiritual Area in Nam Dan, covering 56.5 hectares (the investment plan has been approved by the Provincial Party Standing Committee), and the Cultural Tourism Area, covering over 43 hectares (construction commenced on November 28th, invested by T&T Group).
Upon completion, these three projects will serve as supporting satellites and enhance the value of the Ho Chi Minh Memorial Area, a special national historical site in Kim Lien commune, Nam Dan district.
