Ho Chi Minh City Department of Education and Training explains why it only recruits vice principals

The Ho Chi Minh City Department of Education and Training has just announced the organization of a competitive examination for the position of deputy principal at three high schools: Tran Huu Trang, Can Thanh, and Vietnam-Australia International School.

According to the Department of Education and Training of the City, the subjects registered to participate in the recruitment include: Local personnel (civil servants who meet the conditions, standards and are in the planning of the position to be recruited, currently working at the agency or unit with the need for appointment); personnel from other places (civil servants and public employees currently working in agencies and units in Ho Chi Minh City who meet the conditions, standards and are in the planning of positions equivalent to the selected position).

In addition, there are also candidates nominated to participate in the selection process who are civil servants or public employees not included in the planning for the selected position or a position equivalent to the selected position, nominated by the leadership of the competent authority appointing the selected position, and approved in writing by the Party committee of the competent authority appointing that position.

Civil servants and public employees currently holding leadership or management positions are only eligible to take the exam for the next higher leadership or management position than their current one. If they do not hold a leadership or management position, they must have at least two years of work experience in the relevant sector or field (excluding probationary periods) and are only eligible to take the exam for the position of deputy head of department or equivalent.

Qualified candidates will compete in two rounds including a written exam and a project presentation.

The written exam includes a general knowledge test on the Party's guidelines and policies, the State's laws and regulations related to the specialized field of study; understanding of management practices in the specialized field of study; the responsibilities, duties, and powers of the position being applied for; and other relevant topics. The exam duration is 180 minutes, with a scoring scale of 100 points. Candidates must achieve a score of 50 or higher on the written exam to be eligible to participate in the project presentation.

In the next round, candidates must present a proposal, analyzing the strengths and weaknesses of the unit employing the position being contested and identifying the causes; forecasting development trends and proposing plans and solutions for the development of the agency or unit employing the position being contested; outlining an action plan to implement the candidate's proposed plans and solutions if appointed to the position; demonstrating presentation, communication, interpersonal, and problem-solving skills in management and leadership style; and answering questions from the examination board and attendees.

The specific topic of the proposal for each position being contested will be publicly announced on the agency's or unit's website. The maximum time for presenting the proposal is 30 minutes. The time for answering questions about the proposal is 30-40 minutes.

The written exam is scheduled for November, the project presentation for December, and the announcement of the successful candidates and the awarding of appointment decisions for the positions in December.

Exam for the position of vice principal of high schools in 2023 in Ho Chi Minh City

Speaking to a reporter from the Lao Dong Newspaper , Mr. Tong Phuoc Loc, Head of the Personnel Organization Department of the Ho Chi Minh City Department of Education and Training, said that the organization of the recruitment exam is primarily based on the vacant positions. This is also the second year that the Ho Chi Minh City Department of Education and Training has conducted the recruitment exam for the position of vice principal of high schools. This year, only one school in the suburbs will organize the recruitment exam, while the other two schools are in the inner city. In particular, the Vietnam-Australia International High School is a public school model with a special development policy, so it requires candidates to meet a number of appropriate requirements.

Mr. Loc added that the reason the Department of Education and Training organized the competitive examination for the position of deputy principal stemmed from the reality that using local personnel would lack competitiveness, and there would still be a tendency towards "seniority leading to promotion." Implementing a competitive examination for the deputy principal position will attract young staff to work in schools in suburban areas; stimulate striving, promote healthy competition, and overcome the dependence and inertia of local personnel. In schools in suburban and outlying areas, it is very difficult to transfer and rotate staff from one place to another.

According to Mr. Loc, in the second year of implementation, the Ho Chi Minh City Department of Education and Training adopted a pilot approach, promoting positive aspects while also conducting reviews after each implementation.
