At the regular press conference of the Ho Chi Minh City People's Committee this afternoon (October 10), a representative of the Department of Education and Training stated that they have requested schools in the city to strictly implement the guidelines and directives of the Ministry of Education and Training, the Ho Chi Minh City People's Committee, and the Department of Education and Training regarding the collection and use of tuition fees and the management of other collected contributions.
According to a representative from the Department of Education and Training, these documents were issued at the beginning of the school year. At the same time, schools must prepare budget estimates in accordance with the professional guidelines of the education sector.
Accordingly, all fees must be fully and publicly disclosed in writing to parents, students, and pupils by the relevant units.

The Department of Education and Training has requested schools to pay attention to several aspects of the Parent-Teacher Association's operating budget, specifically noting that funds should not be used for purposes such as: protecting school facilities, ensuring school security, supervising students' transportation; cleaning classrooms and the school; rewarding school administrators, teachers, and staff; purchasing machinery, equipment, and teaching materials for the school, classrooms, or for school administrators, teachers, and staff; supporting management, teaching organization, and educational activities; and repairing, upgrading, or constructing new school facilities.
On the other hand, the Department of Education and Training also requires school principals to coordinate with the head of the Parents' Representative Committee to decide on the plan for using the committee's funds, and only use the funds after reaching a consensus (excluding sponsored funds). Schools must not allow the generation of unreasonable or irregular sources of revenue.
Furthermore, the Department of Education and Training also requested that the District/City Education and Training Offices advise the People's Committees of districts, counties, and cities to review the responsibilities of individuals who have not performed their roles in school management well, have not followed the correct procedures for fundraising and managing the Parent-Teacher Association's operating funds, leading to incidents that cause public outrage.
"The school's finance department is responsible for collecting fees and issuing receipts and invoices to each student; teachers are not directly involved in collecting or disbursing funds; all financial management regulations are fully implemented; and all payments must be made using cashless methods," a representative from the Department of Education and Training stated.
According to the Department of Education and Training, based on the official documents guiding the collection and expenditure of funds at the beginning of the school year and the activities of the Parent-Teacher Association, the District/County Departments of Education and Training advise the People's Committees of districts/counties to direct relevant departments to coordinate inspection and supervision, and to establish inspection teams to check the collection and expenditure situation at the beginning of the school year at affiliated educational institutions according to the decentralization, promptly correcting the situation of excessive fees or collection of fees contrary to regulations.
In cases where educational institutions violate regulations on revenue and expenditure, the Department of Education and Training recommends strict disciplinary action.
"We will set up an inspection team to review the school year's revenue and expenditure activities, including the collection of funds for the Parent-Teacher Association and fundraising efforts at schools," a representative from the Department of Education and Training stated.
