The conference was chaired by comrades: Doan Minh Huan, Member of the Central Committee of the Party, Secretary of the Provincial Party Committee; Mai Van Tuat, Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council; and Pham Quang Ngoc, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee.
Attending the conference were representatives from the Central Party Building Committees; members of the Provincial Party Standing Committee; leaders of the Provincial People's Council, Provincial People's Committee, and Provincial National Assembly Delegation; members of the Provincial Party Committee; heads of provincial departments, agencies, the Fatherland Front, and political and social organizations; secretaries of district and city Party committees and directly affiliated Party committees; the Political Commissar of the Provincial Military Command; and chairmen of the People's Committees of districts and cities.
In his opening remarks at the conference, Comrade Doan Minh Huan, Member of the Central Committee of the Party and Secretary of the Provincial Party Committee, emphasized: During the first half of the term implementing the Resolution of the 22nd Provincial Party Congress, term 2020-2025, there were favorable conditions but also many difficulties and challenges.

The advantages include the attention and guidance of the Politburo, the Secretariat, the National Assembly, and the Government; the support and assistance of central ministries and agencies; and the achievements left over from the previous term. The national and provincial economies continue to develop, political and social stability is maintained; social security is ensured; and the people's trust and support in the Party's leadership and the State's management and administration are constantly strengthened.
However, alongside the aforementioned fundamental advantages, the province faces numerous difficulties and challenges, including: the unprecedented impact of the COVID-19 pandemic, the increasing influence of climate change, and the rapid and complex developments in the economic, political, and armed conflicts around the world .
In this context, the entire Party Committee, government, people, and military in the province have united and focused on seriously and decisively implementing solutions in accordance with the spirit of the 13th National Party Congress Resolution, the 22nd Provincial Party Congress Resolution, and the action programs to implement the Resolution. As a result, positive results have been achieved, and after the first half of the 2020-2025 term, some targets have been met or exceeded the goals of the 22nd Provincial Party Congress Resolution.
However, alongside the achievements, some shortcomings and limitations still exist in the first half of the term.
To promptly address and propose fundamental solutions, contributing to the successful implementation of the goals and tasks set forth in the Resolution of the 22nd Provincial Party Congress, which is "Building Ninh Binh into a national tourism center; striving to become a moderately developed province by 2025, and a relatively developed province in the Red River Delta region by 2030," and the goal in Resolution No. 16-NQ/TU, dated August 23, 2023, of the Provincial Party Committee on the rearrangement of district and commune-level administrative units in Ninh Binh province, 2023-2030, which is "Towards the goal of making Ninh Binh province basically meet the criteria of a centrally-governed city before 2030."
The Provincial Party Secretary requested that the members of the Provincial Party Committee and all attendees of the conference focus their discussions on a thorough assessment of the results of the past two and a half years of implementing the Resolution of the 22nd Provincial Party Congress. This should include analyzing, clarifying, and reaching a high level of consensus on the strengths, results, and achievements attained; identifying existing limitations and weaknesses; analyzing the causes; and drawing lessons learned.
Simultaneously, the analysis and forecasting of the new context and situation will be presented, along with proposals for key tasks and main solutions that require focused and decisive leadership in the latter half of the term.
The Provincial Party Secretary also emphasized: The issues discussed and decided upon at today's meeting of the Provincial Party Committee are of great importance in leading and directing the successful implementation of the goals and tasks set forth in the Resolution of the 22nd Provincial Party Congress.
The comrade urged the Provincial Party Committee to demonstrate a high level of responsibility, focus their intellect, promote democracy, engage in lively discussions, and contribute many high-quality ideas so that the conference can achieve the best possible results.
Report No. 19-TTr/TU of the Standing Committee of the Provincial Party Committee on requesting opinions on the draft mid-term review report on the implementation of the Resolution of the 22nd Provincial Party Congress, term 2020-2025, presented by Comrade Mai Van Tuat, Permanent Deputy Secretary of the Provincial Party Committee, at the conference, assessed: In the first half of the term implementing the Resolution of the 22nd Provincial Party Congress, the international, regional, and domestic situations have undergone many rapid, complex, and unpredictable developments, exceeding forecasting capabilities, especially the prolonged COVID-19 pandemic causing severe consequences and the Russia-Ukraine conflict, which have affected many aspects of social life.

Under the leadership of the Central Party Committee, the National Assembly, and the Government, and with the attention of central ministries, departments, and organizations, the Party Committee, government, military, and people of Ninh Binh province have always been united, responsible, resolute, determined, proactive, creative, promoting democracy, overcoming difficulties, and focusing on close and decisive leadership and guidance. Along with the efforts of all levels, sectors, economic components, the business community, and all strata of the people, they have achieved quite comprehensive results with many outstanding achievements.
Effectively prevent and control the COVID-19 pandemic, maintaining a safe environment; successfully implement the "dual goal" of both focusing on controlling the disease and promoting socio-economic recovery and development;
The average GRDP growth rate (at 2010 constant prices) for the period 2020-2023 is projected to reach 7.34% per year; the economic structure continues to shift positively towards industrialization, modernization, greening, and value-added development, linked with the shift in labor structure; the new rural development program is becoming more substantive, achieving many great results, creating a basis for narrowing the rural-urban gap and promoting urbanization in key economic regions;
Culture and society are developing comprehensively, unique cultural values are promoted and spread globally, gradually transforming into resources for economic growth; social security is ensured and its coverage is constantly expanding;
External relations and investment promotion activities have been comprehensively reformed in both content and methods; the fight against corruption and negative practices has seen many positive changes; local defense and military capabilities have been strengthened, and political security and social order have been ensured.
The work of building a clean and strong Party and political system has been implemented synchronously, comprehensively, and effectively, with many new models and innovative approaches that significantly enhance the Party's leadership capacity and fighting strength, and consolidate the people's trust.
With a strong focus on achieving the goals of the Congress, after the first half of the 2020-2025 term, several targets have been met or exceeded the goals set in the Resolution of the 22nd Provincial Party Congress.
Specifically, for the period 2020-2023, the estimated targets are: Annual GRDP growth rate (at 2010 constant prices) reaching 7.34% (the congress target was 8.5%); Economic structure (according to current GRDP): agriculture, forestry, and fisheries 9.81% (the congress target was 8.5%); industry and construction 43.65% (the congress target was 49.0%); services 46.54% (the congress target was 42.5%). Total social investment averaged 28,700 billion VND/year (the congress target was 25,500 billion VND/year). Budget revenue in the locality reached 16,216 billion VND (the congress target was 19,000 billion VND). Export turnover reached 3,266.2 million USD (the congress target was 3,200 million USD). The percentage of districts meeting advanced and model new rural standards reached 33.33% (the congress target was 25%); the percentage of communes meeting advanced new rural standards reached 42% (the congress target was 50%); the percentage of communes meeting model new rural standards reached 15.12% (the congress target was 20%).
To date, the rate of school building modernization across the entire sector has reached 88.9%; the number of schools meeting national standards at all levels is 455 out of 464 schools, achieving a rate of 97.2%; and digital transformation in education and training has been implemented synchronously.
100% of communes, wards, and towns met the national criteria for healthcare; the health insurance participation rate for the period 2020-2023 reached 93.35% (the target set by the congress was 95%).
Sustainable multidimensional poverty reduction efforts have been given attention and achieved good results, gradually raising the living standards of poor and near-poor households, narrowing the gap between rich and poor, minimizing the number of households falling back into poverty, contributing to a rapid reduction in the province's poverty rate from 3.07% in 2021 to 2.36% in 2022, and an estimated 2.11% in 2023.
The percentage of grassroots Party organizations that successfully completed their tasks during the 2020-2023 period reached 93% (the Congress's target was 85% or higher); the number of Party members admitted annually met and exceeded the set targets; the total number of Party organizations and Party members subjected to thematic inspections and supervision increased significantly compared to the first half of the 2015-2020 term, exceeding the Congress's target.
Besides the achievements, the draft report also highlighted the limitations and shortcomings that still exist in the first half of the term; the objective and subjective causes. It also outlined the key tasks and solutions that need to be focused on from now until the end of the term.
Based on a review of the objectives and targets for implementing the Resolution of the 22nd Provincial Party Congress, term 2020-2025, to ensure scientific accuracy, consistency, and adherence to the Central Committee's directives, and taking into account the province's practical situation, the Standing Committee of the Provincial Party Committee, in Submission No. 19-TTr/TU, proposed that the Provincial Party Committee consider supplementing and adjusting some targets and tasks of the Resolution of the 22nd Provincial Party Congress, term 2020-2025.
Specifically, the following tasks have been added: reorganizing district and commune-level administrative units for the period 2023-2025; economic growth; budget revenue by 2025; urbanization rate; targets for building new rural areas by 2025; targets in the health sector; and targets for Party building.
At the conference, delegates focused on analyzing the achievements and identifying some limitations in the implementation of targets and tasks from the beginning of the 2020-2025 term to the present; at the same time, they proposed many solutions to achieve and surpass the targets set forth in the Resolution of the 22nd Provincial Party Congress.
