Located beside the Red River, heavy with red silt, Chem Temple (also known as Chem Shrine, Ly Hieu Uy Temple, Thuy Huong Temple) has witnessed the ups and downs of over a thousand years of history. Chem Temple is primarily dedicated to the Venerable Hy Khang Thien Vuong Ly Ong Trong, along with his consort Bach Tinh Cung. Ly Ong Trong was born in Chem village and served as an official during the Hung King and An Duong Vuong dynasties.
Not only did he contribute to fighting invaders and defending the country during two dynasties, but he also helped the Qin emperor suppress the Xiongnu. The Nôm script stele at Đình Chèm (composed by Dr. Nghiêm Xuân Quảng in the second year of the Khải Định reign) inscribes the merits of Saint Chèm, along with the mountains and rivers for all eternity.

In his opening remarks at the festival, Mr. Nguyen Huu Tuyen, Chairman of the People's Committee of Bac Tu Liem District, emphasized: "For thousands of years, Chem Temple has been a place of worship for the people of three villages: Chem Village (Thuy Phuong Ward), Hoang Village, and Mac Village (now Hoang Xa and Hoang Lien residential areas, Lien Mac Ward). The traditional Chem Temple Festival, also known as the Dharma Assembly, aims to honor and commemorate the warriors who sacrificed for the country, and is held from May 14th to 16th every year."
The festival is a close blend of the worship of the village's guardian deity and the ancient beliefs of the agricultural community. Therefore, the Chèm Temple Festival plays a particularly important role in the cultural and spiritual life of the people of the three villages of Chèm, Hoàng, and Mạc in particular, and the people of Bắc Từ Liêm district in general; it is a creative product demonstrating community cohesion; passed down from generation to generation, with a strong influence on the cultural life of the people in the area...

The 2024 Dinh Chem Traditional Festival was organized on a district-wide scale, taking place over three days, from June 19-21. The festival included typical activities such as: the water procession on the Red River, the procession of sacred texts, the bathing ceremony, the release of doves; competitions in: cooking sweet soup, swimming, human chess, card games, and the Dinh Chem art program "Sacred Traces of the Ancient Land"…
To ensure the safety of the festival, the leaders of Bac Tu Liem district requested the leaders of Thuy Phuong and Lien Mac wards and the festival organizing committee to ensure security and order, prevent superstitious practices, ensure food safety and hygiene, and prevent and control fires and explosions…
