On July 10 in Hanoi, Dr. Phan Chi Hieu, President of the Vietnam Academy of Social Sciences , President of the Vietnam - Russian Federation Friendship Association, received and worked with Mr. Vyacheslav Kalganov, Vice Chairman of the Foreign Affairs Committee of Saint Petersburg City (Russian Federation), during the delegation's visit and work in Vietnam.
Attending the meeting were representatives of research units of the Vietnam Academy of Social Sciences and the Vietnam - Russia Friendship Association.

According to information from the Vietnam Academy of Social Sciences, at the meeting, Dr. Phan Chi Hieu highly appreciated the activities of the government and people of Saint Petersburg in strengthening the Vietnam - Russia friendship. Typical examples include: Vietnam Week, the inauguration ceremony of the statue of President Ho Chi Minh and the naming of Ho Chi Minh Square in this city - symbols expressing the close relationship between the two peoples.
Mr. Vyacheslav Kalganov shared a number of initiatives being implemented by Saint Petersburg to strengthen connections with Vietnam, such as publishing works in Russian about the H.63 intelligence cluster and Hero Nguyen Van Bay; promoting the establishment of the Vietnam Center at the A. Herzen National Pedagogical University to serve the research of Vietnam studies, teaching Vietnamese language and promoting Vietnamese culture in Russia. The two sides are also coordinating to prepare for the first Vietnam - Russia People's Forum in Hanoi in October 2025.
Mr. Kalganov expressed his desire to promote research cooperation with the Academy to share lessons learned in the process of reforming and modernizing the country, especially in the field of administration and state management.
The Saint Petersburg side also acknowledged the role of the Vietnam - Russia Friendship Association as a key partner and reliable bridge, and proposed to strengthen coordination in cultural, scientific and social exchange programs. The Association representative affirmed that it will continue to closely coordinate with the Academy and Russian partners to implement practical cooperation initiatives.

President Phan Chi Hieu affirmed that the Academy is ready to promote cooperation with Russian research institutes, agencies and localities, including Saint Petersburg - a major cultural, educational and scientific center of the Russian Federation.
The two sides agreed to promote specific cooperation activities such as: organizing scientific seminars, supporting research materials, organizing Vietnam Week in Saint Petersburg on the occasion of President Ho Chi Minh's birthday in 2026, exchanging delegations of scholars, and developing joint publishing projects. The Academy affirmed its leading role in promoting social science cooperation between the two countries.
