The Deputy Prime Minister stated that despite facing unprecedented challenges such as a devastating pandemic, extreme natural disasters, and unpredictable global changes, Vietnam has maintained its growth momentum.
Notably, the country has achieved many successes in protecting and improving the lives of its people. During the COVID-19 pandemic, despite not producing its own vaccines, Vietnam still implemented free vaccination programs, ranking 5th in the world in coverage rate, contributing to reducing human casualties.
In addition, relief efforts for storms and floods, poverty reduction, and the elimination of dilapidated housing were carried out effectively. The budget allocated to social welfare reached over 1.1 trillion VND, accounting for 17% of the total budget expenditure, helping to increase per capita income from over 3,000 USD to over 5,000 USD.
Another notable outcome was the "organizational revolution" aimed at restructuring the apparatus and establishing a two-tiered local government system.
This is seen as an important preparatory step for a new era of development, with a streamlined organizational structure, ample room for growth, and a carefully selected team of officials.
The Deputy Prime Minister stated that during this process, the Party Committee and the Government made significant contributions and worked extremely hard. Many officials had to work through the night to complete the tasks on time as required by the Politburo.
Thanks to this, Vietnam has achieved many impressive indicators recognized internationally: the size of its economy increased from 37th to 32nd in the world, GDP increased from 346 billion USD to 510 billion USD; the happiness index increased by 37 places, from 83rd to 46th; the human development index increased by 22 places; it ranks 6th out of 40 countries in AI application; and its business environment ranks 59th out of 176 economies and continues to improve.
The Deputy Prime Minister emphasized that the congress resolution clearly defined the goals, directions, and specific targets. To achieve them, we need to thoroughly address the long-standing limitations that the people are expecting, such as urban flooding, environmental pollution, traffic congestion, saltwater intrusion, and dike issues in the North.
To achieve high growth targets and raise per capita income, many key projects must be implemented with new thinking and solutions. In particular, it is necessary to build a system and a team of officials who are both politically sound and professionally competent, dedicated, courageous, and willing to think outside the box, take initiative, and accept responsibility.

Growth driven by technology, human resources, and innovation.
Minister of Culture, Sports and Tourism Nguyen Van Hung said that the Party Congress of the Government had approved many important contents to contribute to the Political Report and Resolution of the 14th Party Congress. First of all, it determined the growth model for the new period, the next five years will be based on science and technology, innovation and digital transformation.
The second aspect is restructuring human resources, with a particular focus on high-quality personnel to serve development. This is linked to renewing the growth model, creating new momentum, and forecasting the potential for breakthroughs to achieve strategic goals.
Minister of Science and Technology Nguyen Manh Hung emphasized that the science and technology development policy will be a breakthrough in institutional and financial mechanisms, shifting from budget allocation to commissioning, performance-based contracting, and goal-oriented management.
This strategy includes training high-quality human resources and digital talent with specific targets: 1 million digital skills, 100,000 high-tech engineers, and 10,000 AI and semiconductor experts. Talent development is the foundation for a nation of innovation, coupled with building a culture that encourages exploration and tolerance of failure.
The third aspect is building data infrastructure, digital platforms, and a research and development ecosystem, with the core being the linkage of the "three stakeholders": the State, research institutions/universities, and businesses, towards the formation of a comprehensive digital nation.
