Industrial production index growth: Difficulties remain

(Baohatinh.vn) - Ha Tinh's industrial production index in August 2025 increased by 9.53% compared to the previous month, but decreased by 1.46% compared to the same period in 2024, showing that there are still many difficulties.

According to data from the Department of Industry and Trade, the industrial production index of Ha Tinh in August 2025 increased by approximately 9.53% compared to July 2025.

The main reason for the sharp increase in the overall industry index stems from the new commercial electricity supply from Unit 1 of the Vung Ang II Thermal Power Plant (located in the Vung Ang Economic Zone). Accordingly, in August 2025, the province's electricity production and distribution sector increased by approximately 78.66% compared to the previous month and by approximately 96.88% compared to the same period in 2024.

In the first eight months of 2025, Ha Tinh's industrial production index increased only slightly (2.92%) compared to the same period in 2024.

Mr. Hoang Trong Binh, Deputy General Director of Vung Ang II Thermal Power Company Limited (VAPCO), stated: "Since July 22, 2025, Unit 1, with a capacity of 665 MW, has been operating smoothly under the close supervision of foreign experts and the company's high-quality engineering team. Under the coordination of the National Power System Dispatch Center, since its commissioning, Unit 1 of the plant has contributed approximately 0.4 billion kWh to the national grid. Currently, VAPCO continues to coordinate and accelerate the project's progress, with the second unit of Vung Ang II Thermal Power Plant expected to be put into operation in the fourth quarter of 2025. Later, when the plant operates stably, the two units will contribute approximately 7.8 billion kWh/year, contributing to the growth of Ha Tinh's industrial index."

The electrical equipment manufacturing sector continues to be a "bright spot," benefiting from the commissioning of the VinFast Ha Tinh electric vehicle factory, which has led to increased demand for components and supporting equipment. This has further boosted the industrial production index, resulting in impressive growth in August.

Although Ha Tinh's industrial growth index in August 2025 was quite impressive, it still decreased by 1.46% compared to the same period in 2024. Specifically, the manufacturing industry decreased by approximately 1.59% compared to the previous month and by approximately 14.74% compared to the same period in 2024; the water supply and waste treatment industry decreased by approximately 0.79% compared to the previous month and by 0.49% compared to the same period in 2024... Overall, for the first eight months of 2025, Ha Tinh's industrial production index only increased slightly (2.92%) compared to the same period in 2024.

Mr. Dang Tien Binh – Head of the Industrial Management Department, Department of Industry and Trade, commented: In general, compared to the same period in 2024, Ha Tinh's industrial sector is facing many difficulties. Specifically, the wood industry is affected by the slow recovery of the wood chip export market to China and Japan and rising raw material prices; the beverage industry is experiencing low growth due to heavy rain and reduced consumer demand. At the same time, the manufacturing sector is most severely affected as the Formosa Ha Tinh Hung Nghiep Steel Company Limited's steel mill had to shut down blast furnace No. 1 for maintenance from mid-August 2025, causing a sharp decrease in steel production – while this is the product with the largest proportion in the province's industrial structure.

Reportedly, in the first eight months of 2025, Hung Nghiep Formosa Ha Tinh Steel Company Limited produced approximately 2,462,601 tons of semi-finished stainless steel (a decrease of about 12.19% compared to the same period in 2024); export turnover of steel and steel billets reached approximately 864.77 million USD (a decrease of about 35.16% compared to the same period in 2024).

The main reason for the decline in export turnover is that steel and steel billets have been affected by international steel protectionist policies in recent times, making it difficult to find new export markets. To overcome these difficulties, in the coming period, Formosa Ha Tinh will continue to maximize the use of free trade agreements, strengthen its strategy of diversifying export markets, and increase its market share in the domestic market to create momentum for growth.

Mr. Dang Tien Binh, Head of the Industrial Management Department of the Department of Industry and Trade, said: To increase the province's industrial index, the Department of Industry and Trade continues to review and evaluate industrial and handicraft development policies over the past period in order to promptly advise on amendments and additions to suit the province's reality in the new situation; and continues to finalize the draft Project on the Development of Supporting Industries in Ha Tinh Province until 2030 and beyond for submission to the Provincial People's Committee for consideration.

Simultaneously, all levels and sectors are focusing on improving the infrastructure of economic zones, industrial parks, and industrial clusters; developing policies to attract investment in industrial projects to the area; and encouraging domestic enterprises to participate more deeply in the supply chains of FDI enterprises in order to reduce dependence on FDI enterprises.

Local authorities and relevant units need to step up efforts to attract projects to industrial clusters, contributing to an increase in the industrial production index.

Local authorities and relevant units also need to accelerate the implementation of large-scale projects that have been granted investment certificates, such as: Vinhomes Vung Ang Industrial Park, VSIP Thach Ha Industrial Park, expansion of Gia Lach Industrial Park, Vung Ang II Thermal Power Plant, and the automobile manufacturing plant in Vung Ang Economic Zone (phase 2); and speed up the establishment of new industrial parks such as: the industrial park west of Ha Tinh City (formerly), Bac Hong Linh Industrial Park, Ha Vang Industrial Park... These are major growth factors and driving forces for the synchronized development of industrial sectors.

At the same time, it is necessary to accelerate the expansion of the Vung Ang Economic Zone, strengthen the attraction of investment in infrastructure for industrial clusters; focus on supplementing capital to complete the infrastructure of state-invested industrial clusters, creating more land for large projects to invest in as well as developing local industries and handicrafts...
