Training on the operation of the System to monitor and supervise the implementation of Central resolutions

The conference was organized in person and online to the central ministries, branches, and provincial and municipal Party Committees nationwide.

This conference focuses on training on the operation of the Information System to monitor, supervise and evaluate the implementation of Resolutions 57, 59, 66, 68, 70, 71 and 72 of the Politburo .

Speaking at the opening of the conference, comrade Vo Thanh Hung, Deputy Chief of the Party Central Office, emphasized: In the context of the whole country promoting digital transformation, the requirement to innovate leadership, direction and management methods based on data is becoming increasingly urgent to improve the quality of planning guidelines and policies and the effectiveness of organizing the implementation of resolutions.

Resolutions 57, 59, 66, 68, 70, 71, 72 of the Politburo are the compass and orientation for the country's development. The work of thoroughly implementing these resolutions has been implemented synchronously from the central to the grassroots level with completely new forms and methods.

The Politburo also requires that each resolution must establish a Steering Committee and each Party Committee must develop a specific action program for implementation. However, if there is a lack of timely, comprehensive, and systematic monitoring and evaluation tools, the implementation process is likely to be delayed and lack consistency.

Based on that requirement, the Party Central Office has built an information system to monitor, supervise and evaluate the implementation of the Politburo's resolutions. Thereby, contributing to the innovation of the leadership, direction and management methods of the Central Committee and Party committees and organizations at all levels; at the same time, helping to improve the quality of consulting, summarizing practices and inspection and supervision work.

Through analysis and warning tools, the System supports early detection of risks of delays and bottlenecks in implementation for timely correction and adjustment.

Comrade Vo Thanh Hung suggested that after the conference, the focal officers should advise the agency leaders to issue internal regulations, procedures for updating and controlling data on the System; and at the same time, organize retraining for affiliated units. Data entered into the System must be updated fully, accurately, promptly and honestly reflect the implementation of the resolution in the industry and locality.

During 1 day, the training conference focused on 4 groups of contents: Account management of central agencies and localities; Decomposing assigned tasks into specific tasks, setting monitoring and evaluation targets for each task; Assigning specific tasks to subordinate agencies to perform; Monitoring and evaluating the implementation of tasks of agencies and units through the System's Dashboards.

Through the conference, the focal officers will be able to grasp the system's operating procedures, know how to separate resolutions into specific tasks with clear evaluation criteria; and at the same time practice directly to be able to deploy them right at the agency.
