The conference was held online at 40 provincial (city) Party Committee and Party Committee points and 2,085 commune and ward level points.
The Conference was chaired by Comrade Le Minh Hung, Politburo member, Secretary of the Party Central Committee, Head of the Central Organizing Committee; Comrade Hoang Dang Quang, Party Central Committee member, Permanent Deputy Head of the Central Organizing Committee.
Politburo members: Do Van Chien, Permanent Vice Chairman of the National Assembly; Le Minh Tri, Secretary of the Party Central Committee, Permanent Deputy Head of the Central Internal Affairs Commission; Tran Luu Quang, Secretary of the Party Central Committee, Secretary of the Ho Chi Minh City Party Committee (at the Ho Chi Minh City bridge point) along with Party Central Committee members, alternate Party Central Committee members, leaders of central and local departments, ministries, branches attended the Conference.
For the first time, 100% of provincial secretaries and chairmen were not local people.
Reporting on the situation and results of Party building and organization work in 2025 and key tasks in 2026, comrade Hoang Dang Quang, member of the Party Central Committee, Deputy Head of the Standing Committee of the Central Organization Committee, said that in 2025 and looking back at the 13th Congress term, the entire Party building and organization sector has successfully completed a huge amount of work.
Notably, the staff has resolutely implemented the arrangement and streamlining of the apparatus in a comprehensive, thorough, extensive and synchronous manner throughout the country on the largest scale in modern history, exceeding the targets set by Resolution No. 18-NQ/TW by 2030; contributing to the creation of a new development model of long-term strategic nature.
Coordinate and direct the successful organization of Party Congresses at all levels for the 2025-2030 term, completing them early and achieving good results, making an important contribution to the preparation work for the 14th Party Congress; advise on personnel work for the 14th Congress to ensure prudence, thoroughness, strictness, democracy, objectivity, and high consensus in the Politburo, Secretariat, and Party Central Committee.
Comprehensively, synchronously and effectively deploy all aspects of Party building and organization work; of which 143 projects and tasks assigned by the Central Executive Committee, Politburo and Secretariat have been completed; 224 Central documents have been issued to create a unified, comprehensive and interconnected political and legal basis to meet practical requirements.
There have been many innovations in personnel work, contributing to the development of a cadre team at all levels that has gradually matured and met the requirements of the task. Timely completion and supplementation of key leaders of agencies, localities, units and senior officials of the Party, meeting the requirements of the task and proactively preparing personnel for the 14th Congress. In particular, for the first time, the arrangement of 100% of provincial and municipal Party secretaries and chairmen of provincial and municipal People's Committees who are not local people was completed.
The consolidation and building of grassroots Party organizations and improving the quality of Party members are increasingly going into depth and have many positive changes. The whole industry actively innovates working methods, styles, routines and manners; improves the quality of advisory work; promotes the application of information technology and digital transformation in leadership, direction, management, and work organization.
In 2026, the Party building organization sector has identified the following key tasks to focus on: Advising on the successful organization of the 14th National Party Congress; focusing on concretizing the implementation of the Resolution of the 14th National Party Congress, resolutions of Party congresses at all levels in conjunction with the development and implementation of the Work Program for the entire term and 2026 to ensure progress and quality. Advising on the operation of the political system's apparatus according to a new model to ensure smoothness, synchronization, efficiency, effectiveness, and efficiency, meeting the requirements of the country's development tasks in the new period...
The conference listened to presentations from Party committees and organizations at the central and local levels. Opinions focused on analyzing outstanding results and drawing lessons in operating the two-level local government model; in arranging the organizational apparatus, restructuring the staff; arranging, using, training and fostering staff; experience in preparing and organizing Party congresses at all levels for the 2025-2030 term...
Focus on consulting on preparing personnel content and necessary conditions to successfully organize the 14th Congress.
Speaking at the Conference, Comrade Tran Cam Tu, Politburo member and Standing member of the Secretariat, acknowledged, highly appreciated and commended the results achieved by the Party building and organization sector in 2025 and since the beginning of the term.
The Standing Member of the Secretariat also frankly pointed out a number of shortcomings. That is, the capacity and qualifications of a number of cadres and party members, especially grassroots cadres, are still inadequate, failing to promptly respond to the working methods of the new apparatus and the increasingly high demands and requirements of practice. The arrangement of the apparatus and the assignment of cadres in some places is still confusing, there are still overlaps and gaps in functions and tasks.
Comrade Tran Cam Tu reiterated three questions, which are also the consistent requirements in organizational and personnel work that the General Secretary raised at this Conference in 2024: How to have the Party apparatus and the State apparatus operate effectively, efficiently, and effectively? How to have a team of cadres who are enlightened, dedicated, and responsible for the country, for the people, and for the Party's cause? Why did our Party choose personnel work as the "key of the keys"; identifying human resources as a strategic breakthrough? From there, it is recommended that the Industry seriously evaluate and review the implementation over the past time; at the same time, it is required to thoroughly grasp and effectively implement the General Secretary's instructions.
Regarding the tasks in the coming time, comrade Tran Cam Tu suggested that the Party Organization and Construction Sector focus on advising on personnel preparation and necessary conditions to successfully organize the 14th National Party Congress. Coordinate in preparing for the election of deputies to the 16th National Assembly and People's Councils at all levels for the 2026-2031 term, creating an important premise for building and perfecting the State apparatus for the new term, contributing to the successful implementation of the Resolution of the 14th National Party Congress right from the first year of the new term.
Focus on completing and effectively implementing the new organizational model. In particular, urgently advise on reviewing, supplementing and perfecting the institutions, functions and tasks of agencies, units and organizations in the political system to ensure smooth and synchronous operations. Effectively deploy the mechanism of decentralization and delegation of power between the Central and local levels in conjunction with enhancing the capacity of autonomy, self-determination and self-responsibility of localities; guide and support localities to effectively perform decentralized and delegated tasks, especially improving the capacity of organization and implementation. Promote administrative reform to ensure efficiency, in accordance with the two-level local government model; strengthen inspection and supervision, promptly detect and resolve difficulties, obstacles and newly arising issues.
"Continue to advise on the reorganization of the apparatus, focusing on reviewing and streamlining organizations within agencies and units of the political system to ensure effective, efficient, and smooth operations, best serving the people and society, meeting the requirements of national development in the new period" - the Standing member of the Secretariat emphasized.
Advise on timely, effective and synchronous implementation of the institutional framework for personnel work; in particular, focus on seriously implementing newly issued regulations, especially in the assessment, training and use of personnel, ensuring democracy, transparency, impartiality and objectivity in accordance with the policy of "in and out", "up and down" in personnel work. Implement well the policy of encouraging and protecting dynamic and creative personnel who dare to think, dare to do and dare to take responsibility for the common good. Pay attention to discovering, training, fostering and promoting talents, attaching importance to building a team of scientific and technical personnel, female personnel, young personnel, ethnic minority personnel, state-owned enterprise management personnel, strategic-level personnel and grassroots personnel. Strengthen personnel for difficult areas and key areas. Timely replace, resign, and dismiss irresponsible, low-reputation, and incompetent officials without waiting for the end of their term or appointment. Strengthen control of power and resolutely overcome shortcomings in personnel work.
Timely review, amend, supplement, perfect and well implement the functions, tasks, powers, responsibilities and working relationships of all types of grassroots Party organizations. Build a comprehensive and strong grassroots political system. Continue to innovate and improve the quality of Party cell activities; improve the quality of cadres and Party members, the quality of admission work and Party member management. Continue to strengthen internal political protection work; link internal political protection work with cadre and Party member management work.
He also requested that Party committees and organizations at all levels pay utmost attention, have appropriate policies and regimes, take care of material and spiritual life, and create favorable conditions for cadres, civil servants, public employees, and workers doing Party building work to successfully complete assigned tasks.
Standing member of the Secretariat Tran Cam Tu expressed his deep belief that, with its glorious tradition, with the experiences that have been trained and cultivated in practice and the achievements and results that have been achieved, the Party Organization and Construction sector will continue to strengthen solidarity and unity, strive to complete the assigned tasks with the highest quality and efficiency, contributing to the successful organization of the 14th National Party Congress and the successful completion of the goals and tasks according to the Work Program for the entire term and 2026.
Speaking to receive the direction, Head of the Central Organizing Committee Le Minh Hung affirmed that the tasks assigned by the Standing Member of the Secretariat are not only requirements for 2026 but also strategic orientations for the entire next term. At the same time, he expressed his hope that the Party building organization sector will continue to receive the attention, leadership and direction of the Central Executive Committee, the Politburo, the Secretariat, the General Secretary and the Standing Member of the Secretariat so that the work of Party building and organization and political system building will achieve more comprehensive results, contributing to improving the leadership capacity and fighting strength of the Party, better meeting the requirements and tasks of national development in the new period.
On this occasion, the Central Organizing Committee awarded Emulation Flags to 5 collectives and Certificates of Merit to 13 collectives and individuals with outstanding achievements in 2025.
To continue promoting the fine tradition of the Party building organization sector, inheriting the achievements of the past year, on behalf of the leadership of the Central Organizing Committee, comrade Hoang Dang Quang, Deputy Head of the Central Organizing Committee, launched the 2026 emulation campaign with the content: "The Party building organization sector strengthens solidarity, joins hands, is unanimous, seizes opportunities, overcomes all difficulties and challenges with the highest political determination, constantly innovates thinking, creates new breakthroughs, strives to successfully implement the Resolution of the 14th National Party Congress"./.
