The conference was held online, connecting to 40 provincial (city) Party committees and Party branches, and 2,085 commune and ward-level Party branches.
The conference was chaired by Comrade Le Minh Hung, Member of the Political Bureau , Secretary of the Central Committee of the Party, and Head of the Central Organization Department; and Comrade Hoang Dang Quang, Member of the Central Committee of the Party and Deputy Head of the Standing Committee of the Central Organization Department.
Members of the Politburo: Do Van Chien, Standing Vice Chairman of the National Assembly; Le Minh Tri, Secretary of the Central Committee of the Party, Standing Deputy Head of the Central Internal Affairs Commission; Tran Luu Quang, Secretary of the Central Committee of the Party, Secretary of the Ho Chi Minh City Party Committee (at the Ho Chi Minh City venue) along with other members of the Central Committee of the Party, alternate members of the Central Committee of the Party, leaders of central and local departments, ministries and agencies attended the Conference.
For the first time, 100% of provincial Party secretaries and chairmen have been appointed from outside the province.
In a summary report on the situation and results of Party building and organization work in 2025 and key tasks for 2026, Comrade Hoang Dang Quang, Member of the Central Committee of the Party and Deputy Head of the Standing Committee of the Central Organization Department, stated that in 2025 and looking back at the term of the 13th Party Congress, the entire Party building and organization sector successfully completed a very large volume of work.
Notably, the leadership has decisively implemented the comprehensive, thorough, widespread, and synchronized restructuring and streamlining of the organizational apparatus throughout the country on the largest scale in modern history, exceeding the targets set in Resolution No. 18-NQ/TW for 2030; contributing to the creation of a new long-term strategic development model.
Coordinate and direct the successful organization of Party congresses at all levels for the 2025-2030 term, completing them early and achieving good results, making an important contribution to the preparation for the 14th National Congress of the Party; advise on personnel matters for the 14th National Congress, ensuring prudence, thoroughness, strictness, democracy, objectivity, and a very high level of consensus within the Politburo, the Secretariat, and the Central Committee of the Party.
The comprehensive, synchronized, and effective implementation of all aspects of Party building and organization work has been achieved; including the completion of 143 projects and tasks submitted to the Central Committee, the Politburo, and the Secretariat; and the drafting of 224 central documents aimed at creating a unified, comprehensive, and interconnected political and legal basis to meet practical requirements.
Personnel work has undergone many innovations, contributing to the gradual maturation of cadres at all levels, meeting the requirements of the tasks. Key leadership positions in agencies, localities, and units, as well as high-ranking Party officials, have been promptly consolidated and supplemented, meeting the requirements of the tasks and proactively preparing personnel for the 14th National Congress. Notably, for the first time, 100% of provincial and city Party secretaries and chairmen of provincial and city People's Committees have been appointed from outside the locality.
The strengthening and building of grassroots Party organizations and the improvement of Party member quality are increasingly becoming more in-depth and showing many positive changes. The entire sector is actively innovating methods, styles, and work practices; improving the quality of advisory work; and promoting the application of information technology and digital transformation in leadership, direction, management, and work organization.
In 2026, the Party Organization and Construction Sector has identified the following key tasks: Advising on the successful organization of the 14th National Congress of the Party; focusing on concretizing the implementation of the Resolution of the 14th National Congress of the Party and the resolutions of Party congresses at all levels, in conjunction with building and implementing the work program for the entire term and for 2026, ensuring progress and quality. Advising on the operation of the political system's organizational structure according to the new model, ensuring smooth, synchronized, efficient, effective, and effective operation, meeting the requirements of national development in the new period…

In his address at the Conference, Comrade Tran Cam Tu, Member of the Political Bureau and Standing Secretary of the Central Committee, acknowledged, highly appreciated, and commended the achievements of the Party organization and personnel building sector in 2025 and since the beginning of the term.
The Standing Committee member of the Party Central Committee also frankly pointed out some shortcomings. These include: the competence and qualifications of a segment of cadres and Party members, especially grassroots cadres, are still inadequate and have not kept pace with the working methods of the new apparatus and the increasingly high demands of reality. The organization and placement of cadres in some areas are still disorganized, with overlapping functions and gaps in responsibilities…
Comrade Tran Cam Tu reiterated three questions, which are also the overarching requirements in organizational and personnel work that the General Secretary raised at this Conference in 2024: How can we have a Party apparatus and a State apparatus that operate efficiently, effectively, and efficiently? How can we have a team of cadres who are enlightened, dedicated, and responsible for the country, the people, and the Party's cause? Why did our Party choose personnel work as the "key of keys"; and identify human resources as a strategic breakthrough? From there, he suggested that the sector should seriously evaluate and review its implementation over the past period; and at the same time, he requested a thorough understanding and effective implementation of the General Secretary's directives.
Regarding future tasks, Comrade Tran Cam Tu suggested that the Party Organization and Construction sector should focus on advising and preparing personnel matters and necessary conditions for the successful organization of the 14th National Congress of the Party. They should also coordinate the preparation for the election of deputies to the 16th National Assembly and representatives to the People's Councils at all levels for the 2026-2031 term, creating an important foundation for building and consolidating the State apparatus for the new term, contributing to the successful implementation of the Resolution of the 14th National Congress of the Party from the very first year of the new term.
Focus on perfecting and effectively implementing the new organizational model. This includes urgently advising on the review, supplementation, and improvement of the institutions, functions, and tasks of agencies, units, and organizations within the political system to ensure smooth and synchronized operation. Effectively implement the decentralization and delegation of power between the central and local governments, while enhancing the autonomy, self-determination, and accountability of local governments; guide and support local governments in effectively carrying out delegated tasks, especially in improving organizational capacity. Promote administrative reform to ensure efficiency and suitability with the two-tiered local government model; strengthen inspection and supervision, promptly identifying and resolving difficulties, obstacles, and newly arising issues.
"Continue advising on the organization and arrangement of the apparatus, focusing on reviewing and streamlining the internal organizations of agencies and units within the political system to ensure efficient, effective, and smooth operation, best serving the people and society, and meeting the requirements of national development in the new period," the Standing Committee member of the Party Central Committee emphasized.
Advise on the timely, effective, and synchronized implementation of institutional frameworks for personnel work; in particular, focus on the serious implementation of newly issued regulations, especially in the evaluation, training, and utilization of personnel, ensuring democracy, transparency, impartiality, and objectivity in accordance with the principle of "in and out," and "promotion and demotion" in personnel work. Effectively implement the policy of encouraging and protecting dynamic, creative, and proactive personnel who dare to think, act, and take responsibility for the common good. Pay attention to identifying, training, nurturing, and utilizing talent, prioritizing the development of a team of scientific and technical personnel, female personnel, young personnel, ethnic minority personnel, state-owned enterprise managers, strategic-level personnel, and grassroots-level personnel. Strengthen personnel in difficult areas and key sectors. Promptly replace, dismiss, or remove from office those officials who are irresponsible, have low credibility, or are weak in competence and performance, without waiting for the end of their term or appointment. Strengthen control over power and resolutely overcome shortcomings in personnel management.
Timely review, amendment, supplementation, improvement, and effective implementation of the functions, tasks, powers, responsibilities, and working relationships of all types of grassroots Party organizations. Build a strong and comprehensive political system at the grassroots level. Continue to innovate and improve the quality of Party branch meetings; improve the quality of cadres and Party members, the quality of recruitment, and the management of Party members. Continue to strengthen internal political security; link internal political security with the management of cadres and Party members.
The comrade also requested that Party committees and organizations at all levels pay close attention to and implement appropriate policies and regulations to care for the material and spiritual well-being of cadres, civil servants, and employees working in Party organization and construction, creating favorable conditions for them to successfully fulfill their assigned tasks.
Comrade Tran Cam Tu, Standing Member of the Party Central Committee Secretariat, expressed his profound confidence that, with its glorious tradition, the experience honed and refined in practice, and the achievements and results already attained, the Party Organization and Construction sector will continue to strengthen unity and cohesion, strive to successfully complete assigned tasks with the highest quality and efficiency, contributing to the successful organization of the 14th Party Congress and achieving the goals and tasks according to the work program for the entire term and for 2026.
Responding to the directives, Head of the Central Organization Department Le Minh Hung affirmed that the tasks assigned by the Standing Committee of the Party Central Committee are not only requirements for 2026 but also strategic directions for the entire next term. He also expressed his hope that the Party organization building sector will continue to receive the attention, leadership, and guidance of the Central Committee, the Politburo, the Party Central Committee, the General Secretary, and the Standing Committee of the Party Central Committee so that the work of Party organization building and the construction of the political system will achieve more comprehensive results, contributing to enhancing the leadership capacity and fighting strength of the Party, and better meeting the requirements and tasks of national development in the new period.
On this occasion, the Central Organizing Committee awarded the Emulation Flag to 5 collectives, and Certificates of Merit to 13 collectives and individuals who had achieved outstanding results in 2025.
To continue upholding the fine traditions of the Party's organizational and construction sector, and building upon the achievements of the past year, on behalf of the Central Organization Department leadership, Comrade Hoang Dang Quang, Deputy Head of the Standing Committee of the Central Organization Department, launched the 2026 emulation campaign with the theme: "The Party's organizational and construction sector will strengthen unity, work together, seize opportunities, overcome all difficulties and challenges with the highest political determination, constantly innovate thinking, create new breakthroughs, and strive to successfully implement the Resolution of the 14th Party Congress."
