Be cautious with the new mechanism to ensure energy security and national financial safety.

Continuing the program of the 10th Session of the 15th National Assembly, on the afternoon of December 4, National Assembly deputies of the National Assembly Delegation (NA Delegation) of Ca Mau province participated in group discussions on the draft Resolution on mechanisms and policies for national energy development in the period 2026 - 2030 and the draft Law on Specialized Courts at the International Finance Center.

Speaking at the group, delegate Nguyen Quoc Han, Deputy Head of the National Assembly Delegation of Ca Mau province, said: "there are many concerns" after studying the draft Resolution on mechanisms and policies to remove difficulties in national energy development.

Delegate Nguyen Quoc Han pointed out four major groups of issues that require special caution:

Risk of legalizing violations, creating legal gaps

Delegate Nguyen Quoc Han said that some proposals in the draft could unintentionally legalize violations when the investment approval process and related contents of the Land Law are still unclear.

“Removing difficulties is right, but there must be a clear and transparent mechanism for calculating damages; there must not be unfair compensation between the State and enterprises” - delegate Nguyen Quoc Han emphasized.

Do not let government guarantees become a public debt burden

Delegate Nguyen Quoc Han noted that the proposal to allow government guarantees for power projects, especially BOT power projects, poses huge financial risks. When contracts are signed in USD, exchange rate risks can sharply increase public debt obligations if the project encounters problems.

Be careful with mortgaging land use rights abroad.

According to delegate Nguyen Quoc Han, current laws do not allow mortgage of land use rights at foreign credit institutions. If this mechanism is applied without a full legal framework, it could lead to loss of public assets; financial risks for the State budget and State-owned enterprises.

Carefully assess environmental impacts - energy security, especially with offshore wind power

Delegate Nguyen Quoc Han requested that a comprehensive assessment be conducted before energy projects are included in the list of projects eligible for the removal mechanism. Offshore wind power, a field with high expectations, needs to be carefully assessed for both environmental impacts and national energy security.

"Any new mechanism must ensure financial safety, energy security and long-term sustainability" - delegate Nguyen Quoc Han stated.
