Standards and regulations for high-speed railways must be completed by October 2025.

The Government Office has just issued Notice No. 462/TB-VPCP on the conclusion of the Government Standing Committee at the meeting on technical standards and regulations in the railway sector.

The concluding statement noted that the Standing Committee of the Government commended the Ministry of Construction , the Ministry of Science and Technology, and other relevant agencies and units for their efforts in fulfilling their assigned tasks related to the implementation of key national railway projects. However, progress has not yet met expectations, and much work remains to be done.

The relevant standards and regulations are a crucial scientific basis for carrying out subsequent steps such as selecting investment forms, determining criteria for investor selection, etc., ensuring that railway projects will be implemented synchronously, safely, and efficiently. This viewpoint has been consistently directed by the Prime Minister in numerous documents and needs to be seriously understood and reviewed by relevant agencies and units, addressing the delays in implementation in the past, while also urgently and proactively coordinating closely to carry out the following tasks:

The Ministry of Construction, the Ministry of Science and Technology , and other relevant agencies and units, according to their assigned functions and tasks, shall, based on the directives of the Politburo, resolutions of the National Assembly and the Government, international experience, and the actual conditions of Vietnam, select the most optimal, safe, and effective technology; develop, appraise, and publish standards and regulations for high-speed railways and the Lao Cai - Hanoi - Hai Phong railway line in accordance with the correct procedures, authority, and regulations, to be completed by October 2025.

Based on that, consider selecting the investment method and investor in accordance with the correct procedures, authority, and legal regulations in October 2025; report to the Prime Minister on matters exceeding the authority.
