Thanh Hoa implements sea ban from 8am August 24

Implementing the direction of the Chairman of the Provincial People's Committee in Official Dispatch No. 12/CD-UBND dated August 23, 2025, in which the Provincial Office of Natural Disaster Prevention and Control is assigned to base on the developments of storm No. 5 and the actual situation, proactively advise the Deputy Head of the Provincial Civil Defense Command - Chief of Office on behalf of the Provincial Civil Defense Command to sign and issue the Official Dispatch on the sea ban, ensuring compliance with regulations.

Based on the bulletins of the National Center for Hydrometeorology on the developments, situation and direction of storm No. 5; to ensure the safety of ships and boats in the province, the Provincial Civil Defense Command has decided to ban sea travel in the province from 08:00 on August 24, 2025 until the storm is no longer affected. Requesting the Chairmen of the People's Committees of coastal communes and wards, localities with fishing activities and related units to urgently implement the following contents:

1. Organize a sea ban in the province from 08:00 on August 24, 2025 until the storm is no longer affected; require close supervision, absolutely do not allow ships and boats to go to sea during the sea ban period. Chairmen of People's Committees of coastal communes and wards, and localities with fishing activities are responsible to the Chairman of the Provincial People's Committee and the Provincial Command if they are subjective or negligent in organizing the sea ban, leading to loss of life and property.

2. Guide and arrange ships and boats; strictly manage anchorages and shelters to ensure safety according to regulations. Absolutely do not start the engine when anchored, and absolutely do not leave people on the vehicles when the storm hits.

3. Organize on-duty seriously, regularly report the situation to the Provincial Disaster Prevention and Control Command Office and the Provincial Civil Defense Command Standing Office for timely synthesis and reporting according to regulations.
