On October 11, 2024, after reaching an agreement with the Foreign Affairs Office of Dongxing City (China), the Office of the People's Council and People's Committee of Mong Cai City (Vietnam) and representatives of relevant agencies proceeded with the handover of the first batch of aquaculture cages to the Foreign Affairs Office of Dongxing City (China).

In accordance with the spirit of the telephone conversation between the Party Secretaries of both sides and the Chairman of the People's Committee of Mong Cai City (Vietnam) and the Mayor of the People's Government of Dongxing City (China), the two sides will actively support each other in disaster prevention before, during, and after Typhoon No. 3 ( Yagi ). Following the investigation and completion of the listing and verification process to identify the owners of floating cages and rafts in the waters of Mong Cai City, as stipulated by Vietnamese law; and based on the provisions of Article 49 of the Agreement on the Management Regime of the Land Border between the Government of the Socialist Republic of Vietnam and the Government of the People's Republic of China; Based on the content of the correspondence dated September 9, 2024 and September 21, 2024 from the Foreign Affairs Office of Dongxing City (China) and the replies dated September 12, 2024 and October 1, 2024 from the Office of the People's Council and People's Committee of Mong Cai City (Vietnam), on October 11, 2024 , the Office of the People's Council and People's Committee of Mong Cai City (Vietnam) and representatives of relevant agencies proceeded to hand over assets to the Foreign Affairs Office of Dongxing City (China) .
Specifically, at 13:00 Hanoi time (14:00 Beijing time ) on October 11th, at the first point of the maritime demarcation line in the Gulf of Tonkin between Vietnam and China, the two sides handed over two aquaculture cages with identifying characteristics consistent with the information provided by the Foreign Affairs Office of Dongxing City (China) in their exchange of letters dated September 21, 2024.

This is the first handover of 16 aquaculture cages provided by the Foreign Affairs Office of Dongxing City (China) in an exchange of letters. Regarding the aquaculture cages mentioned in the exchange of letters from the Foreign Affairs Office of Dongxing City (China), the Office of the People's Council and People's Committee of Mong Cai City (Vietnam) and representatives of relevant agencies will continue to investigate and verify the assets and carry out the handover (if there is sufficient basis) as soon as possible, in accordance with Vietnamese law and Article 49 of the Agreement on the Management of the Land Border between the Government of the Socialist Republic of Vietnam and the Government of the People's Republic of China; ensuring compliance with the regulations and principles of foreign affairs between the two countries; contributing to building a peaceful , friendly, stable, cooperative, and developing border region for the happiness of the people of both localities and countries.
All expenses related to management, relocation, and repatriation on the Vietnamese side will be allocated by the Mong Cai City People's Committee from its foreign affairs budget, in accordance with regulations.
