In his opening remarks at the conference, the Secretary of the Thu Duc City Party Committee, Nguyen Huu Hiep, stated that in the first six months of the year, the Thu Duc City Party Committee and its Standing Committee focused on leading and directing the implementation of many decisive and specific solutions, closely aligned with the Ho Chi Minh City Party Committee's 2024 theme of "Strengthening the building and rectification of a clean and strong Party and political system; resolutely implementing effective digital transformation and Resolution No. 98/2023/QH15 of the National Assembly".
In the first six months of the year, a review of the 38 targets set for 2024 revealed that 15 targets had achieved over 50%; 15 targets were not yet due for evaluation; and 8 targets had not yet reached 50%.
Thu Duc City is also focusing on innovation and streamlining the organizational structure of the city's political system to ensure efficient and effective operation.
Thu Duc City is actively directing the review and preparation of personnel for the grassroots-level congresses and the Thu Duc City Party Congress for the 2025-2030 term.

According to the six-month report, in addition to the achievements in socio -economic development, Party building work in Thu Duc City also has some shortcomings and limitations such as: The target for developing new Party members is still low, reaching only 26.6% compared to the Resolution; state budget revenue is estimated at 37.49% of the projected amount; and the disbursement of public investment capital has only reached 16%.
Furthermore, some key projects, especially transportation infrastructure projects, are behind schedule; unauthorized and illegal construction continues to occur; and issues related to waste management and localized flooding during the rainy season in some key areas have not been thoroughly addressed, causing public dissatisfaction.
In his remarks at the conference, Comrade Nguyen Van Nen shared that he felt the concerns and efforts of the officials and civil servants of Thu Duc City to overcome the initial difficulties of its establishment, transforming them into action and coordinating and sharing responsibilities in carrying out their tasks.
The comrade highly appreciated Thu Duc City's proactive approach in seriously and systematically implementing resolutions and directives from higher levels. Thu Duc City has led and directed economic activities with a focused and targeted approach, and has given due attention to activities in the socio-cultural field.
However, the Secretary of the Ho Chi Minh City Party Committee also acknowledged that Thu Duc City still has unfinished business and requires decisive action to achieve its 2024 goals. This includes solutions to meet targets for budget revenue, public investment disbursement, and addressing flooding issues.

Regarding the tasks for the last six months of the year and preparations for 2025, the comrade requested Thu Duc City to review the set of targets, compare them with resolutions, and re-examine the socio-economic targets set to find solutions for completion. Along with that, focus on effectively addressing outstanding issues in the Thu Thiem New Urban Area and the Ho Chi Minh City High-Tech Park, while strongly applying technology to administrative reform to improve the capacity and quality of social management activities to better serve the people and businesses.
Comrade Nguyen Van Nen emphasized that Thu Duc City must invest in and develop high-quality documents for the Thu Duc City Party Congress for the 2025-2030 term. As this is the first term, the congress documents must be unique, profound, and groundbreaking. Along with that, it is necessary to prepare a quality team of personnel, selecting a worthy and capable group to operate and manage Thu Duc City's affairs in each field.
Comrade Nguyen Van Nen also noted that cadres and Party members of Thu Duc City should seriously implement Regulation 144 on the standards of revolutionary ethics for cadres and Party members in the new period. The city should strongly promote communication to spread positive values, as well as boldly acknowledge shortcomings so that people can share and work together to overcome difficulties.
