Mr. Nguyen Duc Tien, Deputy Head of the Culture and Social Affairs Committee of the People's Council of Ca Mau province, said that through monitoring, it was found that the recruitment of teachers in localities is still difficult. In 2022, the recruitment demand was 772, but only 214 were recruited, accounting for 28%. In 2023, 4 districts had a recruitment demand of 460, but only 142 were recruited, accounting for 31%. In the 2023-2024 school year, there is still a shortage of 726 teachers and staff in preschools, primary schools and secondary schools.
According to Mr. Nguyen Duc Tien, in the 2024-2025 school year, the problem of teacher shortage in the above cases will continue to occur and continue to affecteducational activities.
Nam Can District is a typical unit that lacks teachers but cannot recruit them. In the 2023-2024 school year, the district has 30 schools and 11 satellite schools, 314 classes, 9,604 students, 662 managers, teachers and staff. Compared to the prescribed staff, the whole district lacks 116 managers, teachers and staff.
Ca Mau province allows the district to recruit teachers and staff, but only 12 people have been recruited. The reason is that there is no source of teachers to recruit; teachers quit their jobs because their salaries do not meet their living needs and work pressure; teachers transfer jobs to reunite with their families. In addition, in the 2022-2023 school year, the district has 25 teachers transferring to other places. That means the number of recruits is half the number of transfers, making the teacher shortage even more serious.
Know the disease, difficult to prescribe medicine
Mr. Vo Van Hanh, Vice Chairman of the People's Committee of Nam Can district, said: "The biggest difficulty of the district is the lack of English and IT teachers. We also have great difficulty in inviting and hiring guest teachers because there are no qualified teachers to give guest lectures."
Mr. Nguyen Duc Tien gave a series of reasons such as: Job transfer, job quitting, rapid increase in retirement age (average in the last 2 years over 140 teachers/year), low salary, preferential allowances for teachers, especially preschool teachers and staff.
Mr. Nguyen Duc Tien informed: Previously, in many communes of Ca Mau province in the particularly difficult socio-economic areas, coastal areas attracted a large number of teachers from outside the province and district to work in the locality. However, currently, many localities have met the new rural standards and are no longer on the list of particularly difficult areas, so special allowances are no longer available. Some teachers have the need to reunite with their families or move to a place with better conditions for their children to receive better quality education.
To have a source of teachers, it is necessary to guide local children to study pedagogy. But getting into pedagogy is not easy.
Faced with this situation, the People's Committee of Ca Mau province requested the education sector to continue reviewing the number of existing staffing and teachers to recruit all assigned teachers, ensuring quantity and quality; arrange and transfer general education teachers between educational institutions in the area to ensure reasonableness, overcoming the local surplus - shortage of teachers.
