On June 9, 2025, the Minister of Public Security signed a Decision on transferring Major General Truong Son Lam - Director of Ben Tre Provincial Police to take up work and hold the position of Chairman of the Board of Members of MobiFone Telecommunications Corporation from June 12, 2025.
Mr. Lam's predecessor is Mr. Nguyen Hong Hien - who has just been appointed as Director of the Department of Science , Technology, Innovation and Digital Transformation of the Central Policy and Strategy Committee.
Before joining MobiFone , Mr. Truong Son Lam was the Director of Ben Tre Provincial Police from October 2022. Born in 1972, he has a degree in Information Technology Engineering from Hanoi University of Science and Technology, a PhD in Information Security from the People's Security Academy, a PhD in Law and a Senior in Political Theory.
The new Chairman of MobiFone also worked at the General Department of Security. Mr. Truong Son Lam was Deputy Director of the Department of Cyber Security and High-Tech Crime Prevention.
At the end of February 2025, the Ministry of Public Security took over the right to represent the State capital ownership at MobiFone from the State Capital Management Committee at Enterprises. The selection of MobiFone for the Ministry of Public Security is considered to create conditions for them to promote many strengths, especially in ensuring security, information safety, and infrastructure development in the digital era.
Recently, the Ministry of Public Security has also transferred a number of personnel in the industry to become leaders at this network. Colonel Le Trang Hung, Head of the Department of Administrative Reform and Administrative Procedure Control (Department of Legislation and Administrative Reform, Justice) was appointed as Head of the Board of Control of MobiFone in April 2025. In May 2025, the Ministry also transferred Lieutenant Colonel Le Canh Duy, Deputy General Director of Gtel, to join the Board of Members of MobiFone.
MobiFone's predecessor was Vietnam Mobile Information Services Company (VMS), established in 1993. This was also the first mobile telecommunications network operator in Vietnam. In December 2014, this enterprise was transformed into MobiFone Telecommunications Corporation./.
