1. Who has the right to submit an application for review of the 2023 high school graduation exam scores?
According to Clause 1, Article 33 of the Regulations issued with Circular 15/2020/TT-BGDDT, all candidates have the right to have their exam papers reviewed; candidates submit an application for review at the place of exam registration.
2. What is the deadline for submitting an application for review of 2023 high school graduation exam scores?
According to Clause 2, Article 33 of the Regulations issued with Circular 15/2020/TT-BGDDT, the deadline for submitting applications for review of 2023 high school graduation exam scores is as follows:
The place where candidates register for the exam shall receive the candidates' appeal requests within 10 days from the date of announcement of the exam scores and transfer the data of candidates who have appealed the exam to the Examination Council. Within 15 days from the deadline for receiving appeal requests, the Examination Council must announce and notify the candidates of the appeal results.
3. Work before handing over the exam papers to the 2023 High School Graduation Exam Review Boards
According to Clause 3, Article 33 of the Regulations issued with Circular 15/2020/TT-BGDDT, before handing over the 2023 high school graduation exam papers to the Review Boards, the Examination Council Secretariat shall carry out the following tasks:
- Look up from the registration number to find the essay test number or the TLTN card of the candidate who has requested a review; withdraw the test paper, compare it with the Test Collection Form to check;
- Collect the exam papers that need to be reviewed for each exam/subject of the exam into one or more bags, clearly stating the exam paper number and the number of exam papers of each exam currently in the bag;
- For essay tests: Hand over the test papers of candidates with appeal requests to the Marking Board for marking; receive the marked test papers from the Marking Board and hand them over to the Essay Test Review Board for marking;
- The delivery of test papers between the Examination Council Secretariat and the Essay Test Review Board shall be carried out in accordance with the provisions of Article 27 of the Regulations issued with Circular 15/2020/TT-BGDDT; when handing over multiple-choice test papers, the corresponding Test Receipt Form must be handed over.
4. Instructions for re-scoring 2023 high school graduation exam essays
According to Clause 4, Article 33 of the Regulations issued with Circular 15/2020/TT-BGDDT (amended in Circular 06/2023/TT-BGDDT), instructions for re-scoring the 2023 high school graduation exam essay are as follows:
Re-scoring essay tests: Each essay test is re-scored by two examiners according to the provisions of Article 27 of the Regulations issued with Circular 15/2020/TT-BGDDT and must be marked with ink of a different color than the ink used previously on the candidate's test.
When conducting the work related to the review, there must be at least two members of the Essay Review Board or more. The results of the essay review are processed by the Examination Council Secretariat as follows:
- If the scoring results of the two reviewers are the same, then take that result as the review score and give the exam to the two reviewers to sign and confirm;
- If the marking results of the two reviewers are different, the exam paper will be withdrawn and handed over to the Head of the Essay Exam Review Board to organize for a third reviewer to directly mark the candidate's exam paper with a different colored ink;
- If the scoring results of two out of three reviewers are the same, the same score will be used as the review score. If the scoring results of all three reviewers are different, the Head of the Essay Review Board will take the average score of the three scoring times, rounded to two decimal places, as the review score, and sign to confirm;
- If the re-examination score differs from the first round of grading (announced) by 0.25 points or more, the score will be adjusted. In case the re-examination score differs from the first round of grading by 0.5 points or more, a direct dialogue must be organized between the first round of grading staff and the re-examination staff (with minutes recorded).
If there are any negative signs, it must be reported to the Head of the Essay Exam Review Board for handling according to regulations.
5. Instructions for re-scoring multiple-choice high school graduation exams 2023
Instructions for re-scoring multiple-choice high school graduation exams 2023 according to Clause 5, Article 33 of the Regulations issued with Circular 15/2020/TT-BGDDT are as follows:
- Only when all members assigned to review multiple-choice test papers are present will the sealed test bags be opened; Examination Councils with a large number of review papers may divide into groups to carry out the review. The review must ensure the principle that each bag opened must be reviewed and resealed before another bag can be opened;
- Compare each answer filled in on the TLTN form with the scanned image saved in the computer. If there are any discrepancies, the cause must be clearly identified; print the scoring results from the scoring software before and after correcting errors to save the file;
- The re-examination data is exported from the software, recorded on 02 identical CDs, sealed under the supervision of the Supervisory Team, the police and a record is made, signed by the Head of the Multiple Choice Test Re-examination Board; 01 disc is sent to the Ministry of Education and Training (through the Department of Quality Management) for management; 01 disc is handed over to the Chairman of the Examination Council to update the results into the database of the examination management software system and archive;
- After finishing the re-examination, the Multiple Choice Test Re-examination Board will make a summary report, signed by the Head of the Board and all members, and the Supervisory Team;
- The Supervisory Team must directly, regularly and continuously supervise all stages of the multiple-choice test review process.
