Chairman of the City People's Council Le Truong Luu delivered the closing remarks at the session.

  Ten resolutions were passed with high consensus.

  At the session, the City People's Council reviewed many important reports from the Standing Committee of the People's Council, the People's Committee, the Vietnam Fatherland Front Committee, the People's Court, and the People's Procuratorate of the city; and discussed the submissions and verification reports of the People's Council Committees. The delegates focused on analyzing the shortcomings and difficulties in implementing socio-economic development tasks in the first six months of the year, while also proposing solutions to strive for the comprehensive completion of all targets for 2025 and the entire term.

The City People's Council unanimously approved 10 resolutions related to public investment, regulations on state budget policies, land clearance, and other important policies. This provides an important legal basis for the city to proactively and effectively utilize resources and implement key tasks in the coming period.

The question-and-answer session at the meeting continued to demonstrate a spirit of innovation, frankness, and responsibility, focusing on issues of concern to voters such as: disease control; management of counterfeit goods; traffic congestion; progress in disbursing central government funds for three national target programs; and the operation of commune-level governments after mergers… The leaders of the City People's Committee and relevant departments and agencies directly answered and clarified many issues, demonstrating a proactive spirit and commitment to action. The City People's Council requested that the units being questioned fully implement their commitments, resolve the recommendations, and report the results at the next meeting.

In his closing remarks at the session, Chairman of the City People's Council Le Truong Luu emphasized several key tasks that need to be focused on from now until the end of the year.

This requires reviewing and urging the implementation of projects and programs in 2025 on schedule and with quality; developing a reasonable growth scenario to achieve an economic growth target of over 10%; and disbursing 100% of public investment capital.

It is urgent to concretize major resolutions of the Central Committee such as Resolutions 57, 59, 66, and 68 with mechanisms and policies suitable to the reality of Hue City.

Strengthen inspection and supervision of the activities of ward and commune governments; remove difficulties in remote and disadvantaged areas; ensure the smooth operation of information technology infrastructure in the two-tier model.

Proactively respond to extreme weather events, be prepared for disaster prevention and control, and disease outbreaks; pay particular attention to newly established localities in strengthening their disaster prevention and control steering committees.

Effectively implement social welfare policies, eliminate temporary and dilapidated housing; ensure no new temporary housing is built; accelerate the construction of social housing, prepare conditions for the new school year, and implement the policy of waiving tuition fees.

Maintain political security and social order; ensure the safety of major events such as Party Congresses at all levels and the Hue Festival 2025; strengthen market inspection and control, and strictly handle counterfeit and fake goods.

"City People's Council delegates need to continue to uphold a sense of responsibility, review the promises made to voters to pursue them to the end; and effectively carry out voter outreach after the session," Mr. Le Truong Luu suggested.

Focus on achieving economic development goals.

Prior to the opening session, on behalf of the City People's Committee, Standing Committee member of the City Party Committee and Permanent Vice Chairman of the Hue City People's Committee, Nguyen Thanh Binh, thanked the delegates and voters for their companionship, sharing, and constructive contributions. Their frank and responsible opinions helped the city better understand its achievements, identify shortcomings and limitations, and offer many practical suggestions. The City People's Committee committed to fully incorporating these suggestions into its programs and plans, and effectively implementing the resolutions that have been passed.

According to Mr. Nguyen Thanh Binh, 2025 is identified as a pivotal year, of significant importance as Hue City begins to fulfill its new role as a centrally-governed city. To achieve double-digit growth targets and create a solid foundation for the 2025-2030 period, the City People's Committee has set out five key task groups.

Firstly, focus on accelerating administrative reform, streamlining processes, simplifying administrative procedures, and linking this with comprehensive digital transformation in public service activities. The city will continue to improve the investment environment, enhance the Provincial Competitiveness Index (PCI), ensure the two-tiered government model operates effectively and flexibly, remove institutional bottlenecks, and effectively mobilize social resources.

Secondly, we need to synchronously implement the strategic pillars including: Resolution 57 on science and technology, innovation and digital transformation; Resolution 59 on international integration; Resolution 66 on perfecting the legal system; and Resolution 68 on developing the private economy.

The implementation process must adhere to the Prime Minister's "six clear principles": clear person, clear task, clear responsibility, clear output, clear timeframe, and clear authority.

Thirdly, promoting green growth and shifting the development model from extensive to intensive, reducing dependence on resources and cheap labor. The city prioritizes the development of deep processing industries, information technology, software industry, pharmaceuticals, medical equipment, digital economy, sharing economy, circular economy, and knowledge economy. Services and tourism continue to be the leading sector; high-quality healthcare and education are the core; high-tech industries are the breakthrough areas; and the marine economy is an essential foundation.

Fourth, accelerate the disbursement of public investment, striving to complete 100% of the planned capital for 2025. Prioritize speeding up the progress of key projects, especially those connecting infrastructure and developing centers for culture, health, education, and science and technology. Simultaneously, invest heavily in digital and telecommunications infrastructure to build a foundation for the development of the digital economy and digital society.

Fifth, strengthen the promotion and advertising of Hue's culture, people, and tourism, in conjunction with successfully organizing events within the framework of the National Tourism Year 2025. The city will also continue to effectively implement social welfare policies, caring for the lives of the people, especially policy beneficiaries and those who have rendered meritorious services. The goal is to completely eliminate all temporary and dilapidated houses in the city by 2025.

Permanent Vice Chairman of the Hue City People's Committee Nguyen Thanh Binh emphasized: "We are committed to continuing to direct tasks decisively, flexibly, and effectively in the coming time. The City People's Committee hopes to continue receiving the support, supervision, and feedback from the City People's Council and voters throughout the city to successfully achieve the set goals."
