At the place commonly known as Center 38 Tu Xuong (current address), there are currently more than 200 children being raised and cared for. Deputy Minister Nguyen Thi Lien Huong and members of the working delegation presented many gifts to encourage the children on the occasion of the International Day of Persons with Disabilities (December 3).
According to the Department of Social Protection, Vietnam currently has 1.6 million people with disabilities receiving social benefits, 96% of whom have health insurance cards, children with disabilities are guaranteed the conditions to go to school, participate in rehabilitation programs, early intervention, receive vocational training, job creation, livelihood support, and are exempted or have reduced fares when using public transport and cultural facilities.

In Ho Chi Minh City alone, over 95.7% of people with disabilities have health insurance, 43.4% of people with disabilities receive monthly allowances, and 80% of children with disabilities in preschool and primary school have access to education . Infrastructure such as schools, hospitals, health stations, cultural facilities, etc. have been designed to accommodate people with disabilities.
Currently, the Ho Chi Minh City government is continuing to implement many programs to provide medical assistance, educational assistance, financial assistance, free legal services and independent living support for people with disabilities.

Deputy Minister was moved when visiting severely disabled children.
Sharing with the Deputy Minister and members of the working delegation, Mr. Nguyen Ngoc Toan - Deputy Director of the Department of Social Protection, concurrently in charge of the Center for Nursing, Rehabilitation - Child Support and Support for the Disabled, said, Over 47 years of operation, the Center has provided rehabilitation treatment to 910,000 disabled children; cared for more than 14,000 orphans, rehabilitated more than 11,000 malnourished children; and treated and assisted more than 193,000 disabled children in the community.
In 2025 alone, the 38 Tu Xuong Center is maintaining regular care for over 200 disabled children. Many of them have associated their unfortunate lives with the Center since their early years.

Moved by visiting the children and meeting the staff who are taking care of them day and night, Deputy Minister Nguyen Thi Lien Huong acknowledged the great efforts of the Center over the past time in alleviating the misfortune of disabled children, while helping them continue to live and grow up in a patient, tolerant and loving way.
According to the Deputy Minister, our country has a large number and rate of disabled people. The quality of life and integration conditions of disabled people are still not as expected.

Therefore, the Center has done well in the past, but now it needs to do even better, continue to improve professional capacity and quality of care services, so that the Center will always be a warm support for people with disabilities and their families.
The Deputy Minister also requested that in the coming time, the Center needs to make more efforts in propaganda, helping the community change prejudices, remove barriers to access for people with disabilities, and build a humane living environment without discrimination against people with disabilities.
This, if done well, will also help fully realize the rights of people with disabilities, especially the rights to protection, care, access to education, rehabilitation, health care, vocational training, employment, etc.
On this occasion, Deputy Minister Nguyen Thi Lien Huong directed many contents related to the operating model, perfecting human resources, enhancing education and training, and improving the lives of the Center's staff.
