On the afternoon of June 18th, concluding the nationwide online conference on organizing the 2025 high school graduation exam, Prime Minister Pham Minh Chinh noted that the exam is taking place at a historic time for the country, and ministries, sectors, localities, and relevant entities must organize the exam well, ensuring a process of "genuine learning, genuine testing, genuine assessment, and genuine quality."
The biggest exam ever.
The 2025 High School Graduation Examination will be the first examination for students studying under the 2018 General Education Program, while still ensuring examinations for students studying under the 2006 General Education Program who have not yet graduated or who need to retake the exam for university admission.
This is the largest exam ever, with the participation of over 1.1 million candidates across all 63 provinces and cities, held at 2,493 testing locations with more than 50,000 examination rooms.
Approximately 200,000 personnel are expected to be mobilized to participate in organizing the exam, including officials and teachers from the education sector, police, military, medical , and electricity sectors. The Government and the Prime Minister have provided close and timely guidance, issuing numerous official dispatches and directives regarding the preparation and organization of the exam.
Reporting at the conference, leaders of ministries, sectors, and localities stated that, in implementing the Prime Minister's directives and official dispatches, central ministries and sectors, as well as localities, have demonstrated a high sense of responsibility and proactively directed the organization of related activities. Preparations for the exam have been and are being actively and proactively implemented.
The Ministry of Education and Training promptly issued regulations, plans for organizing the exam, and directives and guidelines to localities on exam preparation and organization. Provinces and centrally-administered cities seriously implemented the directives and instructions of the Prime Minister and the guidance of the Ministry of Education and Training.
The Ministry of Public Security is working closely to ensure the security and safety of the exam, especially in reviewing the security of the software system and exam venues, as well as the transportation of exam papers. The Ministry of Health is ensuring medical services and disease prevention. The Government Cipher Committee is ensuring information security and data confidentiality. The Ho Chi Minh Communist Youth Union is providing volunteer support and exam assistance.
To date, the Ministry of Education and Training, in coordination with other ministries, departments, and localities, has fully prepared, safely and in accordance with regulations, all stages of the examination. This includes improving the capacity of teachers and experts in question setting, building software systems and providing the necessary infrastructure, strongly applying digital transformation and information technology in all stages of the examination, meticulously preparing the question setting process, transportation plans, training examination staff, facilities, inspection, supervision, and communication.
Concluding the conference, Prime Minister Pham Minh Chinh emphasized that Resolution 29/NQ-TW of the Central Committee on fundamental and comprehensive reform of education and training requires: "Reforming the methods of examination and graduation recognition for high school students in a way that reduces pressure and costs for society while still ensuring reliability, honesty, and accurate assessment of students' abilities, serving as a basis for vocational and higher education admissions."
Reiterating the significant importance of the high school graduation exam, the Prime Minister emphasized that the exam is taking place in a very special context, as the whole country is reorganizing its administrative apparatus and local government at two levels. This requires smooth and close coordination between the education sector and all levels, sectors, and localities, as well as the involvement of the entire political system, to organize the exam in a serious, fair, effective, and practical manner.
The Government, the Prime Minister, and the Deputy Prime Ministers have issued many decisive and close directives regarding the preparation and organization of the exam; the Ministry of Education and Training, other ministries, sectors, and localities have strictly implemented the requirements early and from afar, ready for the exam to ensure a process of "genuine learning, genuine testing, genuine assessment, and genuine quality."
Given that unforeseen circumstances and situations may arise during the examination process, the Prime Minister specifically emphasized the need to prevent any irregularities in all stages of examination organization, invigilation, marking, and results announcement, in order to build a civilized, modern, humane, and high-quality education system; contributing to improving the quality of the country's human resources.
Emphasizing the viewpoint of "putting the candidate at the center, with teachers as the driving force, schools as the support, families as the foundation, and society as the basis," the Prime Minister requested that the exam be conducted well to achieve the set goals, making it truly a festival for the entire nation, the entire society, each family, and each candidate.
The Prime Minister requested that the high school graduation exam be organized safely, smoothly, seriously, objectively, thoughtfully, efficiently, reliably, and effectively, reducing pressure and costs and creating social consensus, based on the "three guarantees": ensuring absolute safety, honesty, and objectivity in all stages of the exam; ensuring clear management responsibilities in organizing the exam, leaving no gaps and absolutely no lax management; and ensuring the most favorable conditions for candidates, from facilities, personnel, medical services, security, safety, travel support plans to timely and complete information for candidates and parents.
Pilot testing on computers will begin in 2027.
In the spirit of assigning tasks with six clear points: "clear person, clear task, clear responsibility, clear authority, clear time, clear results," and "close supervision, meticulous organization and implementation," the Prime Minister directed the Ministry of Education and Training, other ministries, agencies, and localities to focus on providing maximum support for accommodation, transportation, and examination organization, creating the best possible conditions for all candidates to participate in the exam, especially students in remote areas, border regions, islands, students facing difficulties, and those encountering unexpected problems.
The Prime Minister requested continued review and timely issuance of detailed directives and guidelines; and at the same time, to fully, clearly, and promptly address feedback from ministries, agencies, and localities throughout the examination period; to closely monitor and proactively grasp the situation, actively guide and coordinate with ministries, sectors, and localities to promptly and effectively handle any arising issues related to the examination before, during, and after the examination.
Clearly outlining the requirements for exam question preparation, transportation, printing, information and communication, application of information technology, and digital transformation in all stages of the exam, the Prime Minister requested the Ministry of Education and Training to continue research and soon develop a specific roadmap and plan to build a sufficiently large and high-quality exam question bank that closely follows the general education curriculum; and to develop a plan to prepare the necessary conditions for piloting computer-based exams in some localities from 2027, aiming to organize the high school graduation exam on computers as soon as possible.

"Ministries and agencies must train and guide localities in implementing solutions to prevent and combat corruption, especially the use of high-tech equipment and artificial intelligence (AI) to cheat in exams," the Prime Minister noted.
The Head of Government directs the People's Committees of provinces and centrally-administered cities to instruct People's Committees at all levels, departments, agencies, mass organizations, and relevant local organizations and individuals to coordinate closely and effectively with the local education sector; ensure sufficient human resources, material resources, and facilities; ensure absolute safety and integrity in the organization of the examination; have contingency plans for all unusual situations, and not allow any stage of the examination to occur without strict management and supervision and without someone taking responsibility; review and inspect all stages and steps in the organization of the examination, especially the assignment of responsibilities to participating organizations and individuals; and take care to ensure that the activities of related agencies and units in organizing the examination are not affected.
Considering that smooth, close, consistent, and seamless coordination between the central and local levels is a decisive factor in the success of the exam; assigning specific tasks to each ministry, sector, and locality in security, safety, health, communication, and support for candidates, the Prime Minister emphasized that teachers need to proactively adapt to the 2018 General Education Program and the new exam plan, focusing on developing students' application skills, critical thinking, and reasoning abilities; and that families of candidates need to cooperate closely with schools and teachers to create the best learning and psychological environment for students, avoiding rote learning, unbalanced learning, and overload.
Affirming that the Government, ministries, localities, the entire political system, and society as a whole are always accompanying and creating the best conditions for students to enter the exam with a firm mindset in a safe environment, with results assessed fairly and objectively, Prime Minister Pham Minh Chinh hoped that students would remain calm, confident, and make the best use of their accumulated knowledge and skills; considering this not only an exam, but also the most memorable experience of their lives, an opportunity to affirm themselves, and open new doors to the future.
"I wish all of you excellent results, that you continue to nurture your dreams and aspirations, and constantly strive to improve yourselves and contribute to the development of your homeland and country, especially in this new era," the Prime Minister emphasized.
The Prime Minister reminded that the 2025 high school graduation exam is a particularly important task, not only for the education sector but also for the entire society, so that students - the future owners of the country - can confidently embark on their path to self-improvement and career development.
Prime Minister Pham Minh Chinh urged the entire political system, from the central to local levels, schools, families, and society as a whole, to demonstrate the highest sense of responsibility, unity, and determination to organize the 2025 high school graduation exam in the best possible way. He expressed his hope and belief that, with thorough preparation, a high sense of responsibility, and close coordination, the 2025 high school graduation exam will be conducted safely, seriously, fairly, objectively, and achieve its set goals.
