Prime Minister Pham Minh Chinh highly appreciated Ambassador Sengphet Houngboungnuang and the Lao Embassy in Vietnam for their good role as a bridge and their efforts in promoting the effective implementation of high-level agreements between the two countries.

On September 14th, at the Government headquarters, Prime Minister Pham Minh Chinh received Ambassador Extraordinary and Plenipotentiary of the Lao People's Democratic Republic to Vietnam, Sengphet Houngboungnuang, who paid a farewell visit upon the completion of his term of service in Vietnam.

During the meeting, Prime Minister Pham Minh Chinh congratulated Ambassador Sengphet Houngboungnuang on successfully completing his term of service in Vietnam and on being honored by the Vietnamese Party and State with the First-Class Labor Order for his important contributions to consolidating and fostering the great friendship, special solidarity, and comprehensive cooperation between Vietnam and Laos.

Ambassador Sengphet Houngboungnuang expressed his sincere gratitude for the heartfelt and effective support of the Party, Government, State, and People of Vietnam, as well as of Prime Minister Pham Minh Chinh personally, which has been given to the Party, State, and People of Laos in general and to the Ambassador in particular, helping him to successfully complete his nhiệm vụ during his term; and expressed his honor to be awarded the prestigious First Class Labor Order by the Party and State of Vietnam.

Emphasizing the special values ​​and unwavering solidarity between Vietnam and Laos, the Ambassador expressed pride in having strived and lived up to the trust of high-ranking leaders and the people of both countries, as well as contributing to strengthening and nurturing bilateral relations.

Ambassador Sengphet Houngboungnuang congratulated Vietnam on its development achievements over the past years, most recently in combating the Covid-19 pandemic and recovering and developing its socio-economic sector, making Vietnam one of the fastest-growing countries in the region and the world.

Prime Minister Pham Minh Chinh expressed his pleasure at the increasingly close, strong, and effective development of the great friendship, special solidarity, and comprehensive cooperation between Vietnam and Laos, in which the Ambassador has made positive contributions.

Investment and trade cooperation has become a highlight in the bilateral relationship, with trade turnover increasing by an average of 10% per year, even during the Covid-19 pandemic, and Laos becoming the largest overseas investment market for Vietnamese businesses.

Prime Minister Pham Minh Chinh also highly appreciated Ambassador Sengphet Houngboungnuang and the Lao Embassy in Vietnam for their good role as a bridge, their efforts in promoting the effective implementation of high-level agreements between the two countries, and their positive contribution to promoting cooperation in all fields, especially key areas such as defense, security, economy, culture, education, and cooperation between Vietnamese and Lao localities.

In particular, during the Vietnam-Laos, Laos-Vietnam Friendship and Solidarity Year 2022, the Ambassador and the Embassy made significant contributions to the success of a series of commemorative activities in many provinces and cities in both Vietnam and Laos, most notably the rally commemorating the 60th anniversary of the establishment of diplomatic relations (September 5, 1962 - September 5, 2022) and the 45th anniversary of the signing of the Treaty of Friendship and Cooperation (July 18, 1977 - July 18, 2022) in both Hanoi and Vientiane.

The Prime Minister suggested that both sides should preserve and further develop the invaluable asset of special solidarity between the two countries; support each other in building independent and self-reliant economies, and integrate deeply and effectively into the international economy.

The Prime Minister affirmed that Vietnam will continue to share experiences and support Laos in training officials, including increasing both short-term and long-term scholarships for Laos; support Laos in successfully fulfilling its role as ASEAN Chair in 2024; and work together to promote cooperation, solidarity, and enhance ASEAN's central role.

Ambassador Sengphet Houngboungnuang affirmed that, with his close and affectionate feelings for the country and people of Vietnam, and for the common interests of the two countries and two peoples, he will continue to actively cultivate the "unique" relationship between Vietnam and Laos so that it remains ever-lasting and enduring for generations to come.

Ambassador Sengphet Houngboungnuang sincerely thanked the Prime Minister and affirmed that he would convey the Prime Minister's heartfelt condolences to the senior leaders of Laos. On this occasion, Ambassador Sengphet Houngboungnuang expressed his condolences to the families of the victims of the fire on September 12, 2023, and the flash floods in Lao Cai.
