On March 29, Prime Minister Pham Minh Chinh signed dispatch No. 28/CD-TTg addressed to the Chairman of the People's Committee of Ho Chi Minh City and the Minister of Education and Training, requesting rectification of the operations of the American International School Vietnam (AISVN) in Ho Chi Minh City.

The official dispatch stated that recently, the press has reported on some shortcomings in the educational activities of AISVN International School related to students' learning.
To protect the rights of students at this school and to rectify foreign investment activities in the education sector to ensure compliance with regulations and the strict enforcement of the law, the Prime Minister has requested the People's Committee of Ho Chi Minh City and the Ministry of Education and Training to urgently implement several measures.
The Chairman of the People's Committee of Ho Chi Minh City is responsible for directing relevant city agencies to urgently implement appropriate solutions to ensure students' right to education and prevent any disruption to their studies.
Simultaneously, solutions are needed to stabilize the psychological well-being of students and their parents, as well as to ensure social order, security, safety, and stability.
Urgent action should be taken to review and assess the responsibility of the investor of AISVN International School and address the school's educational activities to ensure compliance with the law and the legitimate rights and interests of students.
Strictly implement the review and strengthen the inspection and supervision of schools in the area that are teaching integrated programs and schools with foreign elements to promptly detect and correct potential violations early on, even when risks are just beginning to emerge.
Inspect schools with foreign elements nationwide.
The Prime Minister requested the Ministry of Education and Training to urgently finalize the draft decrees amending and supplementing Decree No. 86/2018 regulating foreign cooperation and investment in the field of education and Decree No. 46/2017 regulating investment and operation conditions in the field of education.
This includes solutions to strengthen the management of schools with foreign elements that are engaging in joint ventures, partnerships, and implementing integrated programs, international programs, and joint programs with foreign countries.
Simultaneously, a review and inspection of schools with foreign elements nationwide that are teaching integrated programs, international programs, or programs in collaboration with foreign countries will be conducted to promptly detect, correct, and handle any violations.
The Prime Minister assigned Deputy Prime Minister Tran Hong Ha to monitor and direct the complete resolution of this issue.
Established in 2006, AISVN International School currently has over 1,200 students enrolled in the International Baccalaureate (IB) program.
The school's tuition fees are 280-350 million VND/year for preschool, 450-500 million VND for primary school, and 600-725 million VND for secondary school.
The school currently has 129 foreign teachers, 26 Vietnamese teachers, and 103 staff members. The teachers are owed their February 2024 salaries. Foreign teachers are also owed an additional 30% of their January 2024 salaries.
