Localities speed up the progress of drafting and promulgating documents detailing the implementation of the Land Law, Housing Law, Real Estate Business Law and Credit Institutions Law according to assigned authority and responsibilities.
The telegram sent to the Chairman of the People's Council and Chairman of the People's Committee of provinces and centrally-run cities clearly stated:
In order for the new policies of the Land Law, the Law on Real Estate Business, the Housing Law, and the Law on Credit Institutions to be soon implemented in practice, creating new momentum for socio -economic development, creating a favorable investment and business environment for businesses and people, the Government has submitted to the National Assembly Standing Committee a proposal to add the draft Resolution of the National Assembly amending and supplementing Clause 1, Article 252 of the Land Law No. 31/2024/QH15; the draft Resolution of the National Assembly amending and supplementing Clause 1, Article 197 of the Housing Law No. 27/2023/QH15 and Clause 1, Article 82 of the Real Estate Business Law No. 29/2023/QH15 to the 2024 Law and Ordinance Development Program (submission No. 247/TTr-CP dated May 18, 2024).
In order to build a complete, synchronous and timely legal corridor for immediate implementation after the Laws on Land, Housing, Real Estate Business and Credit Institutions are approved by the National Assembly to take effect early (expected from August 1, 2024) and to implement the conclusion of the Government Standing Committee at the meeting on May 25, 2024, Deputy Prime Minister Tran Hong Ha proposed:
1. The Chairmen of the People's Councils and Chairmen of the People's Committees of provinces and centrally run cities shall focus on directing the acceleration of the progress of drafting and promulgating documents detailing the implementation of the Land Law, Housing Law, Real Estate Business Law and Law on Credit Institutions according to the authority and responsibilities assigned in the above Laws, to be completed in June 2024 in accordance with the direction of the Prime Minister in Documents No. 222/QD-TTg dated March 5, 2024, No. 202/TTg-NN dated March 26, 2024. The drafting and promulgation process must closely coordinate with relevant ministries and branches to ensure consistency and uniformity of legal documents.
2. The Government Office monitors and urges localities to implement this Official Dispatch and promptly reports to the Prime Minister any problems and difficulties in the implementation process./.
