At the online conference on combating IUU fishing in June 2025, Deputy Director of the Department of Agriculture and Environment Nguyen Duc Cuong said: In the first 6 months of 2025, Thanh Hoa province has deployed and implemented synchronous solutions effectively and efficiently to combat IUU fishing and the recommendations of the EC, such as: organizing management, reviewing and cleaning fishing vessel data on the national fisheries database system Vnfishbase; implementing coordination regulations to cross-check and clean data to serve the identification of fishing vessels, reviewing and making a list of fishing vessels with expired and soon-to-expire administrative procedures. At the same time, inter-sectoral coordination carries out patrols and controls at sea, at river mouths and estuaries to inspect, control and handle vessels that violate and are at risk of violating IUU fishing. With these actions, the province basically controls, controls and minimizes violations of regulations on combating IUU fishing.
In fact, through promoting propaganda along with regularly launching patrols, controlling and strictly punishing IUU fishing, fishermen's awareness of combating IUU fishing is increasingly raised. Understanding the regulations in combating IUU fishing, Mr. Duong Van Cong, Nam Sam Son ward, owner of ship TH-90808 always turns on the journey monitoring devices and after each fishing trip, always registers port arrival information with the staff of Thanh Hoa Fishing Port Management Board 1 hour in advance. Mr. Cong said: "Turn on the journey monitoring device to help the authorities record the fishing journey, both manage the ship and verify the origin of the exploited products. After each fishing trip, our ship always makes a declaration before docking to facilitate anchoring, monitoring the output at the wharf and tracing the origin of aquatic products. This both ensures the inspection and supervision of the functional sector and facilitates the consumption of exploited products by fishermen and ship owners".
To join hands with the whole country to implement the EC's recommendations, including: perfecting the legal framework; strengthening the management of fishing vessels; controlling the traceability of exploited aquatic products; handling fishing vessels violating in foreign waters, Thanh Hoa province is resolutely implementing the Central Government's direction on combating IUU fishing. The province continues to promote the dissemination of the provisions of the Fisheries Law and documents guiding the implementation of the law, regulations on combating IUU fishing to each cadre, party member, relevant organizations and individuals, especially fishing vessel owners, captains and fishermen. In particular, the focus is on regulations on registration, granting of fishing licenses, installation and operation of voyage monitoring equipment, marking of fishing vessels, recording and submitting fishing logbooks according to regulations on offshore fishing vessels. As the standing agency of the Steering Committee for Combating IUU Fishing in Thanh Hoa province, the Department of Agriculture and Environment is working with localities to regularly inspect and review to ensure a firm grasp of the current status of fishing vessels, fishing vessels that have or have not yet been registered, inspected, or licensed; fishing vessels that have been transferred, bought, sold, or deregistered; fishing vessels operating outside the province...
Thanh Hoa province currently has 6,063 fishing vessels, of which 1,062 are 15m or longer in length, regularly operating offshore. Thanks to regular dissemination of regulations against IUU fishing, 100% of fishing vessels have registered to mark fishing vessels, and 99.44% of fishing vessels have installed voyage monitoring equipment. In addition, the province's functional forces always monitor and supervise 100% of fishing vessels operating at sea through the fishing vessel monitoring system, clearly understand and strictly handle each case of violation of regulations on loss of voyage monitoring connection. In particular, inspect and manage groups of fishing vessels at high risk of violating IUU fishing.
In recent years, although there have been no fishing vessels violating foreign waters, the risk still exists. Therefore, the province has identified the task of combating IUU fishing as an important, top priority issue, both urgent and regular, long-term, contributing significantly to the country's efforts to remove the IUU "yellow card" and effectively and sustainably develop the fisheries sector.
