The Standing Committee of the Provincial People's Council held the 44th meeting

Attending the meeting were members of the Provincial Party Standing Committee, heads of the Provincial People's Council committees; Mr. Le Huyen, Vice Chairman of the Provincial People's Committee; leaders of the Vietnam Fatherland Front Committee of the province; and relevant departments and agencies.

At the meeting, representatives from the Provincial People's Committee reported on the proposal to hold a special session of the Provincial People's Council in September 2024 to consider and discuss 15 important resolutions related to the province's socio -economic development: allocation of investment capital for projects; land valuation for the period 2020-2024; regulations on conditions and support levels for land allocation for housing construction and support for production land for poor ethnic minority households, etc.

Overview of the 44th session of the Standing Committee of the Provincial People's Council.

The Office of the Provincial National Assembly Delegation and the Provincial People's Council reported on the results of the supervision by the Provincial People's Council delegation, proposed organizing an explanatory session; and presented the results of the August work of the Standing Committee, the Committees, and the delegations of the Provincial People's Council.

Following the directives and assignments of the Standing Committee of the Provincial People's Council, the Provincial People's Council delegate groups have recently intensified their efforts to monitor the implementation of laws in their respective constituencies. To date, 8 out of 12 delegate groups have carried out monitoring activities; of these, 7 groups have conducted monitoring and submitted monitoring reports to the Standing Committee of the Provincial People's Council; and 1 group has issued a monitoring plan. The monitoring work has followed the prescribed procedures; the topics and content of the monitoring are practical and relevant to many issues of concern to voters in their constituencies. Through this monitoring, the delegate groups have recommended solutions to relevant levels and functional agencies to address voters' concerns and improve the responsibility and effectiveness of management and administration.

In August, the Standing Committee and the Committees of the Provincial People's Council effectively performed their functions, duties, and powers as prescribed by law. Specifically, they focused on organizing meetings between Provincial People's Council representatives and voters after the 19th session; conducting thematic supervision by the Standing Committee of the Provincial People's Council; preparing for thematic voter consultations; and holding the Standing Committee meeting as prescribed. They also received citizens, urged the resolution of complaints and denunciations, provided opinions on proposed resolutions, and offered advice on matters assigned by the Provincial Party Committee's Standing Committee. Comrade Le Huyen, Vice Chairman of the Provincial People's Committee, delivered a speech at the meeting.

At the meeting, the Economic and Budget Committee reported on the results of its advisory work regarding the list of construction and urban planning projects for the period up to 2025 under the approval authority of the Provincial People's Committee; and the results of the review of the proposal to amend several articles of the Regulations issued together with Resolution No. 15/2021/NQ-HĐND dated December 11, 2021, of the Provincial People's Council promulgating regulations on the allocation norms for recurrent expenditures of the local budget and Resolution No. 13/2023/NQ-HĐND dated July 25, 2023, of the Provincial People's Council amending and supplementing several articles of the Regulations on the allocation norms for recurrent expenditures of the local budget issued together with Resolution No. 15/2021/NQ-HĐND dated December 11, 2021, of the Provincial People's Council. The Culture and Social Affairs Committee of the Provincial People's Council reported on the results of its review of the proposed resolution on policies supporting loan financing from the local budget for workers going to work abroad under contract in the province.

In his directive speech at the meeting, the Standing Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Council requested that the committees, working groups, and individual members of the Provincial People's Council continue to uphold their sense of responsibility and strive to successfully complete the tasks set for September. In particular, he emphasized the need to focus on researching and reviewing the content and feasibility of the resolutions proposed by the Provincial People's Committee for submission to the specialized session of the Provincial People's Council in September, in order to finalize the list of resolutions to be presented at the session. This will ensure that the resolutions, once issued, are quickly implemented and are highly feasible and effective.

Comrades Pham Van Hau, Standing Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Council; and Tran Minh Luc, Member of the Standing Committee of the Provincial Party Committee and Vice Chairman of the Provincial People's Council, presided over the meeting.

The comrade highly appreciated the sense of responsibility of the Provincial People's Council delegations in effectively carrying out their supervisory work in the past; requested the delegations to continue to effectively perform their functions and roles in inspection and supervision; noted that after each supervision period, a comprehensive report on the recommendations should be submitted; and urged increased monitoring and supervision of the resolution of voters' recommendations and the management and operation of all levels and functional sectors, contributing to alleviating grievances and increasing consensus and unity among voters and the people. Regarding the list of construction and urban planning projects for the period up to 2025, the comrade requested the Provincial People's Committee to continue directing all levels and functional sectors to coordinate and review regulations, legal bases, and practical requirements to adjust and establish scientific plans, ensuring legality, as well as helping to allocate capital for the plans in a cost-effective and scientific manner.
