The Provincial Party Standing Committee deploys key tasks for the last 6 months of the year

Comrades Mai Van Tuat, Standing Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Council; and Pham Quang Ngoc, Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Committee, co-chaired the conference. Also attending were members of the Standing Committee of the Provincial Party Committee; leaders of advisory and support agencies of the Provincial Party Committee; Standing Committees of District and City Party Committees and directly affiliated Party Committees; and leaders of Ninh Binh Newspaper and the Provincial Political School.

At the conference, delegates unanimously agreed on the following assessment: In the first six months of the year, the Provincial Party Committee, the Provincial People's Council, the Provincial People's Committee, and the Provincial Committee of the Vietnam Fatherland Front closely followed the Central Government's directives, upholding a high sense of responsibility, unity, and democracy; focusing on timely, thorough, decisive, flexible, and targeted leadership and guidance; resolutely and steadfastly pursuing the set goals and targets; and, together with the efforts and endeavors of all levels, sectors, the business community, the Party Committee, the military, and the people of Ninh Binh , overcoming difficulties and achieving quite comprehensive achievements with many outstanding aspects.

The province has effectively managed its medium- and long-term goals, focusing on developing modern, green, high-value-added industries as the driving force, tourism as the spearhead, and ecological, multi-value agricultural development as a priority. There is a consensus on the development of Ninh Binh province by 2030, aiming to essentially meet the criteria of a centrally-governed city with the characteristics of a millennium heritage city; and by 2035, to become a centrally-governed city with the characteristics of a millennium heritage city and a creative city. Party building and the political system continue to be emphasized, linked with important reforms; high priority is given to the reorganization of district and commune-level administrative units according to plan. National defense and security are maintained, and international integration continues to be promoted in a substantive and effective manner. Political and social stability is ensured, people's trust is strengthened, national unity is enhanced, and social security is guaranteed.

The economy experienced significant growth, with the province's gross domestic product (GDP) increasing by 8.19% in the first six months of the year compared to the same period last year, ranking 12th out of 63 provinces and cities nationwide and 6th out of 11 provinces and cities in the Red River Delta region. Tourism and services recovered and developed rapidly; the number of visitors to Ninh Binh in the first six months of the year is estimated at over 6.2 million, an increase of 38% compared to the same period last year; tourism revenue reached over 5,900 billion VND, an increase of over 53% compared to the same period, achieving 71.7% of the plan. Industrial production recovered and achieved significant growth; agricultural production continued to develop; the movement to build advanced and model new rural areas achieved many positive results…

In the first six months of the year, the province focused on leading and directing the successful organization of important national and international cultural, political, and conference events such as: the commemoration of the 1100th anniversary of the birth of King Dinh Tien Hoang and the opening of the Hoa Lu Festival 2024; the 10th anniversary of the Trang An Scenic Landscape Complex being recognized by UNESCO as a World Cultural and Natural Heritage Site; and the successful organization of the Conference to announce the Ninh Binh Provincial Planning for the period 2021-2030, with a vision to 2050... This contributed to promoting and spreading the unique cultural, historical, and distinctive values of Ninh Binh, gradually transforming them into endogenous resources to drive the province's development.

During the conference, delegates analyzed and clarified the causes of difficulties and obstacles in the implementation of tasks during the first six months of the year and proposed several key tasks and solutions that need to be focused on in leadership, direction, and implementation during the last six months of the year.

Comrade Pham Quang Ngoc, Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Committee, delivered a speech, exchanging views, supplementing and emphasizing some outstanding achievements of the province in socio-economic development in the first six months of the year; clarifying some issues of concern to the delegates; and affirming the guiding principles for implementing tasks and goals for socio-economic development in the last six months of the year.

In his concluding remarks at the conference, Comrade Mai Van Tuat, Standing Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Council, acknowledged the responsible contributions of the delegates and highly appreciated the efforts of all levels and sectors in implementing political, economic, and social tasks in the past period.

Regarding the key tasks for the last six months of the year, the comrade requested that all levels and sectors focus on leading and directing the effective implementation of key tasks related to building the political system; socio-economic development; internal affairs, ensuring national defense and security, political security, and social order and safety.

Accordingly, it is necessary to focus on leading and directing the drafting and promulgation of the Provincial Party Committee's Resolution on building Ninh Binh into a centrally-governed city. Attention should be paid to directing the effective preparation for the Party Congresses at all levels leading up to the 14th National Congress of the Party. Complete the inspections and supervisions according to the 2024 Inspection and Supervision Program of the Provincial Party Standing Committee; strengthen monitoring and urging the implementation of inspection and supervision conclusions of Party committees, standing committees of Party committees, and Inspection Committees at all levels after inspections and supervisions. Pay attention to doing a good job in mass mobilization work, understanding the thoughts, aspirations, and legitimate requests of the people, thereby mobilizing the people to effectively implement the Party's guidelines and policies, and the State's laws; effectively implement religious policies and policies on national unity.

Continue to improve the quality of People's Council sessions at all levels; improve the quality of resolution issuance and continue to innovate the questioning activities at the regular sessions of the Provincial People's Council. Organize the implementation of the Ninh Binh Provincial Planning for the period 2021-2030, with a vision to 2050, ensuring progress, efficiency, and compliance with regulations; continue to implement the rearrangement of district and commune-level administrative units according to the plan.

Focus on directing the synchronized implementation of solutions to strive for the completion and exceeding of socio-economic development targets and tasks in 2024. Lead and direct the implementation of internal affairs, national defense, political security, and social order and safety. Focus on doing a good job of receiving citizens and resolving petitions, especially during the preparation period for the Party congresses at all levels for the 2025-2030 term…

The Standing Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Council also discussed and clarified some of the suggestions and proposals made by delegates at the conference.
