Reporting at the session, Mr. Duong Thanh Binh, Head of the People's Petition Committee under the Standing Committee of the National Assembly, stated that voters and the people highly appreciate the policies of the Party, the National Assembly, and the Government that contribute to maintaining national sovereignty , stabilizing and developing the country's economy, culture, and society amidst a volatile, difficult, and complex international situation.

Voters and the public also expressed their confidence that the Party and State's current anti-corruption efforts have contributed to strengthening the people's trust nationwide in the Party and State's determination to combat corruption and negative practices, emphasizing that "there are no forbidden areas, no exceptions."

In addition, voters and the public continue to express concerns about traffic violations by some young people. Concerns also arise regarding saltwater intrusion and prolonged intense heat in the Mekong Delta and Central Highlands. Serious subsidence and landslides in some localities are causing significant damage to people's property and homes. The infectious disease situation remains unpredictable and poses a continued risk of new variants emerging and spreading.

Voters and the public are also concerned about the lack of orders for seafood processing and textile businesses, leading to increased unemployment and unstable incomes. Following the Lunar New Year, there have been instances of students dropping out of school in some localities, particularly in ethnic minority and mountainous areas. Online gambling and illegal sales disguised as seminars targeting women and the elderly are also prevalent. Some cases of fraud involving investment or loan schemes continue despite intervention from authorities, but recovering lost funds and mitigating consequences remains challenging.

To date, the Committee on Citizen Petitions has received responses to 2,132 petitions out of a total of 2,216 petitions submitted by voters to the 6th Session of the 15th National Assembly, achieving a response rate of 96.2%. Through a review, compilation, and preliminary assessment of the results of resolving and responding to voter petitions by competent agencies, the Committee on Citizen Petitions found that, generally, the agencies have made efforts and actively addressed and responded to voter petitions submitted before and after the 6th Session. However, delays in resolving and responding to voter petitions still occur; to date, despite exceeding the deadline for response, 84 voter petitions remain unresolved.

To assist the Standing Committee of the National Assembly in compiling a report on the results of monitoring the handling and response to voter petitions submitted to the 6th Session, the Committee on Citizen Petitions held working sessions with the Ministry of Education and Training, the Ministry of Information and Communications, and the Ministry of Labor, War Invalids and Social Affairs regarding some shortcomings in the handling and response to voter petitions by these ministries.

The Standing Committee of the National Assembly requests the Government and the Prime Minister to direct relevant ministries and agencies to closely monitor fluctuations in supply and demand and market prices of important and essential goods in order to take appropriate adjustment measures, strengthen goods control activities, and stabilize the market. Focus on inspecting and auditing gold trading businesses, promptly handling violations in business operations, and clarifying the responsibility of organizations and individuals if there is any market manipulation. Provide timely support to localities affected by land subsidence and landslides in terms of funding and solutions to address and remedy the situation, protecting people's lives and property, and safeguarding transportation and irrigation infrastructure serving production and aquaculture. Develop solutions to replan the transportation and irrigation systems, and relocate production and population in a synchronized and efficient manner.

According to reports from the Government Inspectorate and the Ministry of Public Security, in March 2024, the number of citizens filing complaints, denunciations, petitions, and feedback showed an upward trend compared to February 2024. At the Central Citizen Reception Offices in Hanoi and Ho Chi Minh City, authorities received 246 visits from 475 citizens filing complaints, denunciations, petitions, and feedback regarding 246 cases, including 13 large groups of complainants. Compared to February 2024, there was an increase of 62 citizens and 62 cases, but a decrease of 3 large groups of complainants.

According to reports from localities, in March 2024, incidents related to land issues, especially delays in investment and construction projects for eco-tourism areas, residential areas, and clean water supply systems; illegal land exploitation; encroachment and misuse of land affecting people's lives; and violations in the fields of environment, construction, transportation, urban development, and labor and employment continued to be complex. Among these, 15 cases with complex security and order implications stand out and require thorough consideration and resolution by competent authorities in the near future.

According to Tran Quoc Dung, Deputy Head of the Central Citizen Reception Board, the increase in the number of citizens is due to cases such as the SCB Bank and Tan Hoang Minh case being brought to trial, leading to a rise in complaints and denunciations. "The number of large groups of citizens has decreased because of better coordination and preparation by relevant agencies and localities. They anticipated large groups of citizens coming to the central government to file complaints, were persuaded and encouraged, and many localities received them locally, resulting in a reduction in the number of large groups of citizens coming to Hanoi," Mr. Dung said.

Concluding the session, Vice Chairman of the National Assembly Tran Quang Phuong stated that the Standing Committee of the National Assembly highly appreciated the Government's close guidance on monthly work based on the conclusions of the Standing Committee. The overall situation regarding citizen petitions, the resolution of voters' opinions and recommendations, and complaints and denunciations has improved compared to previous periods. However, given the socio-economic development, the handling of several cases, and the anticipated increase in land-related complaints and grievances from citizens, the situation is expected to worsen.

Although the number of people in the process has decreased, the number of cases has increased. Mr. Phuong suggested that better forecasting is needed to guide the work related to citizen petitions in general and to handle complaints and denunciations more effectively.
