Born and raised in a rural area facing many difficulties, with a large Khmer population and a high poverty rate, Mr. Chau Soc Sa held various positions in the local Party committee, government, and mass organizations. Understanding the lives of the local people, after retirement, with his compassion, affection, and social connections, he actively participated in charitable and social activities in the area.

Mr. Chau Soc Sa is deeply committed to promoting education. With his prestige in the community and a strong sense of responsibility, at the beginning and end of each school year, he and the Executive Committee of the Commune's Education Promotion Association visit businesses, organizations, and individuals to solicit funds for educational and talent development. On average, he personally contributes and mobilizes over 600 gifts annually for students and Khmer people in difficult circumstances.
During the summer months, Mr. Chau Soc Sa mobilizes Theravada Buddhist temples to organize Khmer language classes, encouraging students to participate. This is an annual activity with practical significance in preserving and maintaining the language and culture of the ethnic minority. In their lessons, the monks incorporate moral lessons; teach proper and polite behavior; and guide the children towards what is good and right... thereby helping them become useful members of the community and society.
During every holiday, including Lunar New Year, Chol Chnam Thmay, and Sene Dolta, he proactively collaborates with local authorities to raise funds for spring tree planting; and provides support in distributing gifts to poor and near-poor households. In addition, he regularly assists the Fatherland Front and local authorities in disseminating information and mobilizing people in the villages to implement the Party's guidelines and the State's policies and laws. In his daily life, he often advises and encourages people to work diligently and develop their family's economy .
In particular, Mr. Chau Soc Sa regularly participates in meetings between Party and government leaders and the people; and between People's Council representatives and voters. Based on these meetings, he conveys the thoughts, aspirations, and opinions of ethnic minority people to the local Party committee and government for appropriate solutions.
Mr. Yan Sam Ol, Head of Phuoc Loi Hamlet, commented: “Mr. Chau Soc Sa's family is one of the exemplary households in Phuoc Loi Hamlet, consistently adhering to the Party's guidelines and policies, and the State's laws and regulations. They are exemplary in mobilizing and providing gifts to poor households and those in difficult circumstances. They actively cooperate with the hamlet's leadership, departments, and social organizations in encouraging students who have dropped out of school to return; and in mobilizing residents to participate in maintaining security and order in the hamlet, and practicing a civilized lifestyle.”
