
In a letter sent to the Government's online portal, Ms. Phuong Hanh asked: She is a civil servant, having started work on August 25, 2022, with a salary coefficient of 2.34. Her regular salary increase is due on September 1, 2026. During the three academic years 2022-2023, 2023-2024, and 2024-2025, she has consistently performed her duties well and achieved several accomplishments for which she received commendations from the Department of Education and Training and the District People's Committee. Therefore, is she eligible for an early salary increase?
Currently, according to the school's response, because she has never received a regular salary increase, she is not eligible for an early promotion. She must receive a regular increase once before she can be considered if she meets the eligibility criteria.
Ms. Hanh asked if there is any regulation stating that civil servants eligible for early salary increases must have received their first regular salary increase before being considered for an early salary increase.
Regarding this matter, the Ministry of Interior responded as follows:
The regime for granting early salary increases for civil servants and public employees who have achieved outstanding performance in their duties is stipulated in Clause 1, Article 3 of Circular No. 08/2013/TT-BNV dated July 31, 2013, issued by the Minister of Home Affairs, guiding the implementation of the regular salary increase regime and early salary increase regime for cadres, civil servants, public employees, and workers (amended and supplemented by Circular No. 03/2021/TT-BNV dated June 29, 2021, issued by the Minister of Home Affairs).
Accordingly, officials, civil servants, and public employees who meet both standards stipulated in Clause 2, Article 2 of Circular No. 08/2013/TT-BNV and have achieved outstanding performance in the performance of their duties, as recognized in writing by the competent authority, and who have not yet reached the highest salary level in their rank or position, and as of December 31st of the year being considered for early salary advancement, have 12 months or less remaining to be eligible for regular salary advancement, may be considered for one-level early salary advancement.
The implementation of policies regarding officials, civil servants, and public employees in the province falls under the authority of the Chairman of the Provincial People's Committee. Therefore, we suggest you contact the provincial agency responsible for managing officials, civil servants, and public employees (Department of Internal Affairs) for clarification.
