Finding a way out for the "project site" in Dien Ban

The urban development picture remains unfinished.

With its favorable location, developed socio -economic conditions, and planned location within the northern growth cluster of the province alongside Hoi An and Dai Loc, Dien Ban has recently seen the implementation of many large-scale projects with significant impacts on regional and inter-regional development, such as the "Da Nang University Village" project, dredging of the Co Co River, upgrading and expanding the DT608 road, Van Ly Bridge, Phong Thu Bridge, etc. However, to date, most projects remain unfinished, and some have even stalled for a long time, leaving the area without a clear path forward.

Mr. Tran Ngoc Thanh, Deputy Director of the Department of Transport, said: "In Dien Ban, there are many large, key projects, but most of them are not yet completed. Some projects are in a dilemma. Projects with financial resources for implementation cannot acquire the necessary land, and vice versa."

According to Mr. Nguyen Hung, Deputy Director of the Department of Planning and Investment, the investment absorption capacity of projects in Dien Ban is quite low, and the disbursement of public investment capital is also lower than the provincial average, resulting in a significant amount of funds being carried over to 2024, exceeding 113 billion VND.

Both component projects, the upgrading and renovation of Provincial Road 608 and the dredging of the Co Co River, under the "Development of urban environment and infrastructure to respond to climate change in Hoi An City" project, only disbursed approximately 1,300 billion VND out of a total of over 1,800 billion VND. Despite extensions to the deadline of 2023, the projects remained unfinished and had to be terminated.

Another project that has dragged on for decades but still lacks a solution is the " Da Nang University Village." According to the Department of Construction, over time, the number of houses and residents with unclear ownership documents has reached approximately 500 households, further diminishing the feasibility of implementing the project according to the long-standing plan.

According to a representative from the Department of Construction, since 2017, the Management Board for the Dien Nam - Dien Ngoc New Urban Development has been transferred to the Dien Ban Town People's Committee for management. Therefore, the town must take responsibility for promoting investment and connecting the basic infrastructure for the Dien Nam - Dien Ngoc new urban area. The locality must have a plan to promote this, as progress is currently too slow; from 2019 to the present, only over 1km of road, worth approximately 13 billion VND, has been invested in.

Speaking at a meeting with leaders of Dien Ban town on March 27, Alternate Member of the Central Committee of the Party, Secretary of the Provincial Party Committee Luong Nguyen Minh Triet said that Dien Ban is identified as part of the northern growth engine cluster of the province, so it is necessary to find ways to prioritize and allocate resources appropriately to promote this growth pole.

However, the town needs to clearly understand and urgently resolve outstanding and pressing issues in the area, and genuinely care about the lives of the people. Land clearance should be considered a top priority, especially for key projects that are stalled or those involving loan capital, such as: dredging the Co Co River, upgrading Provincial Road 608, the main axis of the Dien Nam - Dien Ngoc new urban area, the North Quang Nam ring road, the Quang - Da bridge, etc.

Avoid waste.

Many key projects in Dien Ban not only act as drivers for regional development but also have interconnected and mutually supportive aspects, especially the projects to dredge the Co Co River and upgrade and expand Provincial Road 608…

Vice Chairman of the Provincial People's Committee Nguyen Hong Quang said: "Many projects in Dien Ban, according to the planning, take into account external transportation connections. If Dien Ban does not complete its local external transportation infrastructure, it will inadvertently lead to the consequence that projects will lack transportation connections."

Furthermore, if we don't find ways to continue implementing the projects, some of the projects already underway will become ineffective. The most typical example is the bridges that have been and are being built across the Co Co River; if the river isn't dredged, it will be a waste of resources."

According to Mr. Nguyen Hong Quang, the Co Co River dredging project has been halted and final settlement has been ordered. The remaining work will certainly be continued and completed with a new project.

If funding becomes available, the province will add it to the medium-term public investment plan for 2021-2025. Otherwise, before July 2024, Dien Ban must propose to the higher authorities to include this project in the next phase of the medium-term public investment plan and implement it as early as 2026.

The most stalled project currently is the "Da Nang University Village." Mr. Phan Minh Dung, Secretary of the Dien Ban Town Party Committee, proposed that if sufficient funds are not allocated between now and 2025 to carry out compensation and land clearance for the entire area in Quang Nam province, then the relevant authorities should report to the Prime Minister to allow adjustments to the planning to focus on implementing the project on the approximately 50 hectares that are more likely to be cleared.

The remaining area will be excluded from the project boundaries so that the Provincial People's Committee can develop a plan for urban renewal, invest in technical and social infrastructure to serve the lives of the people in the area, and simultaneously form a satellite urban area to serve the Da Nang University Village.

According to Mr. Nguyen Hung, the advantage of the above plan is that the provincial planning has identified the development of two university towns in the north and south of the province. However, the location in the north is not specifically defined, so the authorities can consider adjusting and selecting a more suitable location to ensure the feasibility of the "Da Nang University Village" project.
