In implementing reforms and reorganizing the administrative apparatus, Lam Dong province will terminate the operations of 7 Party committees and 3 organizations under the Party committees; and merge 10 departments into 5 departments.
On the afternoon of December 11th, the Steering Committee for summarizing Resolution No. 18-NQ/TW of the Lam Dong Provincial Party Committee held a conference to disseminate and implement the reform and reorganization of the organizational structure according to Plan No. 04-KH/BCĐ, dated November 13, 2024, of the Central Steering Committee on summarizing Resolution No. 18-NQ/TW.
The province will terminate the operations of 7 Party committees and 3 organizations under the Party committees; and merge 10 departments into 5 departments.
Nguyen Trong Anh Dong, Head of the Provincial Party Committee's Organization Department, announced the decision to establish the Steering Committee for summarizing the implementation of Resolution No. 18-NQ/TW under the Lam Dong Provincial Party Committee.
The delegates heard the Plan on “Some guiding contents for the reorganization of the political system's apparatus to ensure a streamlined, effective, and efficient operation, meeting the requirements of tasks in the new era” in Lam Dong province.
According to the plan, in the near future, the province will terminate the operations of 7 Party organizations, 3 organizations under the provincial-level Party committees, the Party Committee of the Provincial Agencies Bloc, and the Party Committee of the Provincial Enterprises Bloc; establish Party committees for Party agencies, People's Councils, Fronts, mass organizations, and the judiciary at the provincial level directly under the Provincial Party Committee; and establish Party committees for the provincial government directly under the Provincial Party Committee.
The Lam Dong Provincial Youth Union, in coordination with the two Party Committees of the Party Bloc, took over the two Youth Union organizations of the two Party Committees and implemented a streamlined restructuring to ensure effective and efficient operation. The provincial-level Party Bloc apparatus merged the Provincial Party Committee's Propaganda Department and the Provincial Party Committee's Mass Mobilization Department; and merged the Lam Dong Radio and Television Station and the Lam Dong Newspaper.
Regarding the government sector, the orientation involves restructuring, reorganizing, and consolidating, transferring state management functions in some areas previously under the old departments to new, more appropriate departments.
At the provincial level, five specialized agencies are maintained, including the Provincial People's Committee Office, the Provincial Inspectorate, the Department of Justice, the Department of Industry and Trade, and the Department of Culture, Sports and Tourism; and two equivalent organizations, including the Office of the National Assembly Delegation and the Provincial People's Council; and the Industrial Parks Management Board.
The Steering Committee also proposed ending operations and transferring the functions and tasks of some agencies and units; merging some Party agencies and specialized agencies under the People's Committees at the district level; and merging or transferring the functions and tasks of public service units and public service units under the People's Committees of the districts.
The provincial steering committee, the provincial Party Standing Committee, and the provincial Party Committee will finalize the documents before December 27th and will immediately implement the projects and plans once the resolutions (conclusions) of the Central Committee, the Politburo, and the regulations of the Politburo and the Secretariat are issued.
Acting Secretary of the Lam Dong Provincial Party Committee Nguyen Thai Hoc, Head of the Steering Committee for summarizing Resolution No. 18-NQ/TW of the Lam Dong Provincial Party Committee, requested that all agencies, units, and localities fully understand the Central Committee's decision. This is a revolution to enter a new era; therefore, implementation must be thorough, synchronized, and willing to sacrifice personal interests.
The province must achieve five objectives: addressing shortcomings, resolving obstacles, and overcoming limitations in the existing administrative apparatus. After restructuring, the apparatus must be streamlined; the staff must be highly skilled; the system and personnel must operate efficiently without interruption or disruption; and the best interests of the officials subject to restructuring and downsizing must be ensured.
Mr. Nguyen Thai Hoc requested that agencies, units, and localities urgently implement a review, assessment, and propose solutions based on the principles of the Central Government and the province. The scope of implementation covers all agencies, units, and localities, without exception.
Agencies and departments will not establish separate steering committees; instead, the head of the Party committee will preside over the implementation, coordinating with the head of the government. Each agency, unit, and locality will organize an assessment of the results of implementing Resolution No. 18-NQ/TW and develop a plan for restructuring, consolidating, and streamlining their unit, reporting to the provincial steering committee before December 20th.
