Comrades Nguyen Duc Trung - Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee; Bui Dinh Long - Vice Chairman of the Provincial People's Committee; and Le Ba Hung - Director of the Department of Information and Communications co-chaired the conference. The conference was connected online to 21 locations in districts, cities, and towns.
Opening the conference, Chairman of the Provincial People's Committee Nguyen Duc Trung emphasized that the conference aimed to comprehensively assess the implementation of Resolution 09 of the Provincial Party Committee and Plan No. 586 of the Provincial People's Committee on digital transformation by 2025.
Over the past period, departments, agencies, Party committees, and governments at all levels have made efforts to implement the two aforementioned documents, and progress has been made in the implementation of digital transformation. However, this progress has not yet met the requirements or achieved the set goals, with many indicators remaining low. A frank assessment and review of the results achieved is necessary to develop solutions for further digital transformation.
Chairman of the Provincial People's Committee Nguyen Duc Trung emphasized the viewpoint that digital transformation is a key, continuous, and groundbreaking task, requiring synchronized involvement and participation from the entire political system, all levels, and sectors to implement the contents of digital transformation.
On the other hand, digital transformation must be centered around the people and businesses, serving as their goal and driving force. Digital transformation must be implemented continuously, persistently, substantively, and effectively, avoiding formalism and wasted resources; it must take solid steps linked to innovation, adapted to the practical realities of each stage and the conditions of each sector and locality; it must be linked to administrative reform and improvement of the investment and business environment, contributing to the socio -economic development of the province and ensuring the goal of rapid and sustainable development.
Given the purpose and importance of digital transformation and the practical implementation of digital transformation in the province over the past year, Chairman of the Provincial People's Committee Nguyen Duc Trung requested the conference to frankly and objectively assess the achievements, shortcomings, limitations, difficulties, obstacles, tasks, and solutions for the future to ensure that digital transformation is substantive and effective.
Emphasizing the responsibility of leaders in digital transformation, the head of the Provincial People's Committee requested that the heads of agencies and units pay attention to mobilizing officials, civil servants, and employees to participate in digital transformation, thereby raising awareness and creating a ripple effect among the people.
At the conference, Chairman of the Provincial People's Committee Nguyen Duc Trung launched the "National Digital Transformation Day". On April 22, 2022, the Prime Minister issued Decision No. 505 designating October 10th of each year as the National Digital Transformation Day, signifying that the numbers 1 and 0 are two digits of the binary number system - the language of information technology and digital technology; and that digital transformation is a comprehensive and holistic change for individuals and organizations in their way of life, work, and production methods based on digital technologies.
National Digital Transformation Day will be an annual event to evaluate the digital transformation results of ministries, sectors, and localities during the year and to share experiences and new approaches to accelerate the national digital transformation process.
National Digital Transformation Day not only serves to celebrate, honor, and reward organizations and individuals who have participated in the national digital transformation process, but also marks a milestone for evaluating annual digital transformation activities.
The Provincial People's Committee issued Plan No. 634 dated August 29, 2023, on organizing the National Digital Transformation Day 2023 in Nghe An province with the theme "Exploiting digital data to create value".
