Establish a standing unit to resolve difficulties and problems arising in the implementation of the Law on Organization of Local Government.

(CT) - Deputy Prime Minister Nguyen Hoa Binh has just signed and issued Decision No. 1589/QD-TTg promulgating the Plan to implement the Law on Organization of Local Government No. 72/2025/QH15.

Accordingly, the implementation of the Law on Organization of Local Government must be associated with the transformation of the local government model from 3 levels to 2 levels, while promoting decentralization, delegation, and delimitation of authority of 2-level local governments nationwide. Promote the proactive and active role of ministries, branches, and localities in implementation, ensuring progress and quality.

Before August 31, 2025, the Ministry of Home Affairs and People's Committees of provinces and cities must complete the development and compilation of documents to disseminate the contents and new points of the Law on Organization of Local Government; organize conferences to disseminate and provide in-depth training on the Law on Organization of Local Government.

From now until October 31, 2025, ministries, ministerial-level agencies, People's Committees of provinces and cities will organize a standing unit to resolve difficulties and problems arising when organizing the implementation of the Law on Organization of Local Government and converting the local government model from 3 levels to 2 levels. The standing unit to handle difficulties and problems arising in the process of arranging the apparatus and organizing the 2-level local government of ministries, ministerial-level agencies, and localities established according to Conclusion No. 155-KL/TW dated May 17, 2025 of the Politburo and the Secretariat will also undertake the task of receiving, guiding, and answering difficulties and problems arising when organizing the implementation of the Law on Organization of Local Government. In cases beyond the authority, it will be sent to the Ministry of Home Affairs for synthesis, reporting to the Government, the Prime Minister, or submitting to competent authorities for consideration and resolution.
