On the afternoon of September 25, the Propaganda and Mass Mobilization Department of the City Party Committee and the Department of Culture and Sports of Ho Chi Minh City held a press conference to provide information on socio- economic issues in the area.
At the press conference, Mr. Ho Tan Minh, Chief of Office of the Department of Education and Training of Ho Chi Minh City, informed about the school's income and expenditure at the beginning of the year.

Accordingly, the Department of Education and Training of Ho Chi Minh City issued Official Dispatch No. 2512/2025 on strengthening the management of revenues and expenditures in the field of education and training and the mobilization of funding for education in the 2025-2026 school year in the area; Official Dispatch No. 764/2025 on guiding the implementation of Circular No. 16/2018 of the Ministry of Education and Training regulating funding for educational institutions in the national education system at public educational institutions in the area; at the same time, providing detailed instructions for units to properly implement the process of mobilizing, receiving, managing and using funding.
However, despite the issuance of clear regulations, after the administrative boundary arrangement, Ho Chi Minh City currently has about 3,500 educational facilities from preschool to high school, not including nursery groups and kindergarten classes, so management also faces many difficulties.

According to Mr. Minh, the documents clearly state that the People's Committees of wards and communes must be responsible for supervising and inspecting educational establishments in the area from junior high school level down. For high school level and continuing education centers, the department will inspect the revenues specified in the guidance documents, requesting the correction of revenues that are not on the list.
Ho Tan Minh, Chief of Office of the Ho Chi Minh City Department of Education and Training, informed that in the application of non-cash collection management software, other collection items cannot appear. The cases reported by the press or received feedback via email or Facebook have been corrected by the department.
Typically, on September 18, the Department worked with Le Ngoc Han Primary School and representatives of Ben Thanh Ward, requesting school leaders to seriously learn from experience and immediately stop illegal mobilization. "The Department has asked the school to review all classes to avoid similar cases. At the same time, it requested Ben Thanh Ward to advise on reviewing the operational plan, revenue and expenditure estimates and proposed collection levels of educational institutions, ensuring that non-tuition fees comply with regulations," said Mr. Minh.
The Department of Education and Training is preparing to implement a specialized inspection plan from September 29, 2025, establishing inspection teams for revenue and expenditure at the beginning of the 2025-2026 school year and will strictly handle any violations found.
"The Department has adjusted the way schools implement the fees. Schools need to clearly explain to parents why there is this fee, what is collected, what benefits children will get, and how they will develop when participating in these activities," Mr. Ho Tan Minh emphasized.
