On the afternoon of September 25th, the Propaganda and Mass Mobilization Department of the Ho Chi Minh City Party Committee and the Department of Culture and Sports of Ho Chi Minh City held a press conference to provide information on socio-economic issues in the city.
During the press conference, Mr. Ho Tan Minh, Chief of the Office of the Ho Chi Minh City Department of Education and Training, provided information on the school's initial income and expenditure for the school year.

Accordingly, the Ho Chi Minh City Department of Education and Training issued Official Letter 2512/2025 on strengthening the management of revenue and expenditure in the field of education and training and fundraising for education in the 2025-2026 school year; Official Letter 764/2025 on guiding the implementation of Circular 16/2018 of the Ministry of Education and Training regulating sponsorship for educational institutions belonging to the national education system at public educational institutions in the city; and also provided detailed guidance for units to correctly implement the process of soliciting, receiving, managing, and using sponsorships.
However, despite the issuance of clear regulations, after the administrative boundary reorganization, Ho Chi Minh City currently has approximately 3,500 educational institutions from preschool to high school, not including daycare centers and kindergartens, making management challenging.

According to Mr. Minh, the documents clearly state that the People's Committees of wards and communes are responsible for supervising and inspecting educational institutions in their areas from the junior high school level downwards. For high schools and continuing education centers, the Department will inspect the fees stipulated in the guiding documents and require the rectification of fees outside the approved list.
Ho Tan Minh, Chief of Staff of the Ho Chi Minh City Department of Education and Training, stated that other fees cannot appear in the software application for managing cashless payments. The department has rectified the issues raised by the press or received feedback via email and Facebook.
For example, on September 18th, the Department worked with Le Ngoc Han Primary School and representatives from Ben Thanh Ward, requesting the school's leadership to seriously learn from the experience and immediately cease the illegal fundraising activities. "The Department has requested the school to review all classes to prevent similar incidents from occurring. At the same time, we have requested Ben Thanh Ward to review the activity plan, revenue and expenditure estimates, and proposed fee levels of educational institutions, ensuring that all fees other than tuition comply with regulations," Mr. Minh said.
The Department of Education and Training is preparing to implement a thematic inspection plan starting September 29, 2025, establishing inspection teams to review revenue and expenditure at the beginning of the 2025-2026 school year and will take strict action if violations are discovered.
"The Department has rectified the schools' methods of implementing fee collection. Schools need to clearly explain to parents the reasons for these fees, what they cover, what benefits their children will receive, and how their children will develop when participating in these activities," Mr. Ho Tan Minh emphasized.
