The Ho Chi Minh City People's Committee Office has just issued a notice summarizing the conclusions of the Chairman of the People's Committee, Phan Van Mai, at a specialized meeting on social housing.
The Chairman of the People's Committee of Ho Chi Minh City has directed relevant departments and units to strive to complete at least 26,200 social housing units by the end of 2025 and aim to complete 35,000 units under the Ho Chi Minh City housing development program.
The Department of Construction is responsible for inviting investors to discuss matters related to the construction of social housing, identifying a specific list of projects, and obtaining commitments from investors to implement the projects according to plan.
The Ho Chi Minh City People's Committee's advisory body will review and update the project into the city's housing development plan for the 2021-2025 period in accordance with regulations, and submit it in March.
The Chairman of the People's Committee of Ho Chi Minh City has instructed the Department of Planning and Architecture to coordinate with the Department of Construction to urgently review the 1/2000 scale zoning plan for 88 social housing projects.
Notably, in addition to ongoing social housing projects, the Chairman of the People's Committee of Ho Chi Minh City assigned the Department of Construction to take the lead in coordinating with other departments and agencies to apply Resolution 98 to propose the construction of social housing for middle-income earners (civil servants, public employees, armed forces personnel, etc.), artists, and high-achieving athletes .
Simultaneously, research mechanisms and policies to facilitate the participation of state-owned enterprises in investing in and constructing social housing for these target groups, to be completed before April 30th.
The Department of Finance, in coordination with the Department of Construction, is working with the Ho Chi Minh City Housing Development Fund to study and develop a plan for restructuring the fund's operations, aiming to enhance its capacity and efficiency.

Applying Resolution 98 to build social housing.
During the period 2021-2025, Ho Chi Minh City aims to build 2.5 million m² of social housing and worker accommodation, equivalent to approximately 35,000 apartments.
However, to date, the city has only completed and put into use two projects with 623 apartments and seven projects under construction with 4,996 apartments.
In 2023, Ho Chi Minh City only had one social housing project licensed for construction, comprising 242 apartments. In addition, there are 6 projects under construction with a total of over 4,700 apartments, expected to be launched onto the market in 2024.
Therefore, to achieve the targets set in the plan, the city would have to develop an additional 2 million square meters of floor space with 29,381 apartments by the end of 2025, which is very difficult.
Ho Chi Minh City is actively working to resolve and apply Resolution 98 to address the obstacles and difficulties encountered in the implementation of social housing projects.
